I have great news! 🔥 The Department of General Services (DGS) has released an Invitation for Bid (IFB) for the State of California Community Outreach and Education Services Master Service Agreement (MSA). DGS and OCPSC have been collaborating on this MSA since the fall of 2022, and once executed will create the state’s first MSA specifically for community-based nonprofits. This opportunity is one way the State will look to partner with community-based nonprofit organizations in the coming years. OCPSC encourages interested parties to submit a bid.📄 This MSA will be a multiple-award agreement that will create a list of pre-approved community-based nonprofits with 501(c)(3) status that California state and local governmental agencies can contract with on outreach and engagement projects. The goal of the MSA is to create contracting efficiencies for the state and nonprofits when partnering. Any community-based nonprofit is encouraged to submit a bid. If you are too wedded to one dominant revenue source, you are likely to build around that dysfunction, and thereby limit growth potential. Diversification is essential, especially as you consider revenue stream. For nonprofits, this means “Organizations typically become wedded to a single dominant revenue source and, to some degree, it shapes the board's and staff's perceptions of reality [edit: whether the revenue source is public, private, fee-based, contract-based, or whatever]. A nonprofit that subsists on government contracts will likely develop a strong financial office to manage those contracts. And even though its board of directors may also be closely connected to private wealth, the organization never sees the possibility of exploiting those connections to cultivate individual donors. Foundations and donors can learn so much by putting themselves in their grantees shoes! Too often funders are expecting things of the nonprofit grantees applying that they wouldn’t expect from themselves. There was one instance, when a community foundation had an awards program for nonprofit organizations. To test out their requirements, they decided to apply for one of their awards themselves. It turns out, they wouldn’t have met their own criteria for nonprofit excellence and they wouldn’t have been able to win their own award. As a result, they improved their own operations and organizational capacity so that they could, theoretically, win the award that they were offering to other nonprofits. So, the lesson we’ve learned here is: When was the last time you assessed your own foundation compared to what you expect of other organizations? Kudos to the Ontario Nonprofit Network for their 2024 State of the Sector survey! The report highlights both the challenges and the resilience of Ontario’s nonprofit sector. It’s inspiring to see how nonprofits continue to step up for their communities, even as demand for services grows and funding remains tight. One thing that really stood out to me is how important data is for making smarter decisions and supporting communities, especially those that are often overlooked. We need to keep pushing for more investment in these data-driven efforts and make sure nonprofits have the resources they need to thrive. LARGE NONPROFITS ALL BEGIN AS SMALL ONES One third of my 36-year career in nonprofit program management and fundraising has been spent serving large/mega nonprofits. Every mega-nonprofit TNT I know of has had small and humble beginnings. William Booth founded The Salvation Army serving drunkards on the streets of London and their abandoned families. "General Booth" had an innovative idea... to partner with the local pubs and invite those drunkards into those establishments for 'revival' meetings help beat their addiction. It worked! More than 90% of all nonprofits in the US are small having budgets of $1 million or less. Some of these nonprofits grow to expand their reach and services. Some choose to remain small and more nimble to better serve more unique and specific needs in their communities. Others fail and shut their doors for good. Small nonprofits most often have their fingers on the pulse of needs in their communities. Unlike many of the larger nonprofits that lose touch with day-to-day needs as they've grown, and have become less efficient in delivering their services in the process. In the coming weeks I will be posting messages targeting small nonprofits, helping them to survive against the competition with the larger, better known organizations, and grow when appropriate to expand their reach with serving their Cause. While new legislation has provided a windfall of government funding for nonprofits, the reimbursement-based structure of these awards presents significant challenges for nonprofits. These challenges are particularly acute for groups with smaller operating budgets and limited cash on hand. Many of these groups are led by people of color and are the most proximate to community needs and solutions. This leads to an unacceptable equity and access issue, restricting many BIPOC-led and -serving groups from accessing this funding and diminishing the potential impact of these government programs.
