How important are efficient councils (and their GM’s) in achieving outcomes? I have worked for a number of different councils, in a number of different roles, in a number of different states, but always in the Parks and Recreation section. I have had the full gambit of experiences with producing outcomes. At one council (I wont mention the name to protect the innocent) I finished my role having achieved very little, and at some I have left having achieved much more than I had set out to. I have found that the difference can be found in how efficient the elected members are in their processes. And this efficiency comes from how effective the General Manager is in managing both the councillors and the processes. At MidCoast Council we have gotten eight strategies developed and adopted, along with five plans of management, in the same time that I got one done in the forementioned council. The difference is in how 𝑤𝑖𝑙𝑙𝑖𝑛𝑔, 𝑡𝑟𝑢𝑠𝑡𝑖𝑛𝑔, 𝑎𝑛𝑑 𝑐𝑜𝑚𝑚𝑖𝑡𝑡𝑒𝑑 the councillors are to moving work product through their approvals process. Do they see their role as delivering community outcomes and are they 𝑤𝑖𝑙𝑙𝑖𝑛𝑔 to do what is required to achieve that outcome, do they 𝑡𝑟𝑢𝑠𝑡 their officers (and each other), and are they 𝑐𝑜𝑚𝑚𝑖𝑡𝑡𝑒𝑑 to the organisation, their community and local government in general. And so, if you want to feel as though you are achieving your career outcomes in #local #government, identify how #efficient your selected council is. And you do this by analysing how many work products get adopted.

As follow up to my last post, I encourage you to check out Prairie Rising, a consulting business that we have collaborated with on a regular basis over the past six months. Prairie Rising is created by the one and only Jim Puffalt, retired City Manager. Jim has put together a team of like minded people, such as Bob Smith, Jim Toye and Diana Burton, which creates a relative powerhouse of knowledge to serve municipalities. In Saskatchewan, there is no shortage of empty CAO seats and a serious lack of experienced or certified people to fill the empty seats. The Prairie Rising concept is very much like what I have been doing for sometime, and is promoted by Jim as "The Virtual CAO". I will leave it to Jim to take over from here and explain what that really means. The concept may take a bit of time to catch on for some Councils; however, the cold hard fact is, there is a need, there is a high demand and this is a real solution, especially in Saskatchewan!
