We have supported Transport Scotland in their consultation on speed limits for rural roads by undertaking a 'Scale of Change' analysis to review current speeds and traffic flows across their network. To do this we used data from the Speed Compliance Tool based on road network data from Ordnance Survey, traffic speeds from Basemap and speed limits from Insight Warehouse Limited. We then reviewed what percentage of traffic on various road classes is currently exceeding 50mph (the proposed new limit). It is already well-understood that traffic speeds are low across many of our rural roads and even on high-flow 'fast' roads, speeds are often nowhere near the existing national speed limit (NSL) of 60mph. The second image shows the entire single-carriageway network subject to the NSL in Aberdeenshire with average and 85th percentile speeds at different times of day. An example is also shown of a report produced for a single road section with one of the highest average speeds and even here, they are well below the current limit. Credit to the team including Suzanne Coles, Ella Jones, Muhammad Osama khan and Richard Owen who worked on the report earlier in the year. Our Speed Compliance Tool has proved phenomenally popular with authorities and police forces who want to understand vehicle speeds on their road networks without having to commission expensive surveys. This report shows that the data can be used in many different ways to inform policy and strategy to improve road safety.

Night time pavement crack sealing on Randall Road is scheduled to begin the week of Monday August 12th, between Gyorr Ave and US Route 20 and is anticipated to be completed in one week, weather permitting. The night work on Randall Road will be executed from 8:00 pm until 5:00 am, Monday through Friday, in order to reduce daytime traffic impacts and to better serve the motoring public. Please give extra attention to directions given by flaggers and watch for equipment, as temporary lane closures and trucks entering and leaving live traffic lanes will occur during the work. Motorists need to be prepared to reduce their speed, exercise caution, and be extra alert. Motorists should expect delays while traveling through the work areas. Motorists may want to add additional time to their commutes and consider the use of alternate routes while this work is being completed. The Crack Sealing program is part of the County's comprehensive road maintenance program to increase the longevity of the roads by sealing road cracks, preventing water from penetrating the road base and reducing the life of the pavement. Motorists should expect delays while traveling through the work areas, consider alternate routes and expect additional commute time. Motorists are asked to reduce their speed, watch for construction workers and vehicles entering and leaving the site and obey flaggers and traffic control devices. Beginning Monday, Sept. 9, 2024, two-way traffic will be shifted into the northbound lanes of S.D. Highway 37, north of Mitchell. In addition to southbound lane closures on Highway 37, a closure will also be in place at East 54th Street near the Highway 37 and National Guard Road intersection. East 54th Street traffic will be diverted to East 38th Street throughout the reconstruction of the Highway 37 and National Guard Road intersection. National Guard Road to the west of Highway 37 will not be closed at any time. National Guard Road to the east of Highway 37 will be closed, with access maintained for local traffic. This work is part of a larger project that will reconstruct Highway 37 in Mitchell from Main Street to National Guard Road. Motorists should be prepared for delays and a 12-foot width restriction through this area. Drivers are asked to be aware of construction workers and equipment through the work zone. Motorists should expect congestion, slower speeds, and turning traffic. As part of my work on the UK's first (and only) Road Collision Reporting Guidelines I'm interested in bodies still using the word 'accident', which at present includes National Highways. It's positive to see the government-owned trunk roads body starting to shift away from this last bastion of the term, following pressure from affected families, the road safety profession and politicians.
