There is a major mistake that majority of companies do when choosing media. Even today. No media choice should be done in isolation. Based on a feeling, trend, personal opinion or anything else like that. Media choices should always be based on business objective. Business objective -> marketing objectives based on segments -> category entry points for these segments -> media choices This is of course a simplification of that process. It shows that there is much for work to be done to make media work effectively and efficiently. To deliver value media needs to reach target audience that moves the needle for that organization. It doesn't matter how much budget is spent on media if it is not consumed by customers that bring business.
