- [Instructor] The Driver's Privacy Protection Act of 1994, or DPPA, is a federal law that prohibits states from releasing personal information from their state Department of Motor Vehicles drivers licensing databases. Prior to DPPA, states could sell or share DMV data without any federal restrictions. This led to several incidents where celebrities and other individuals were tracked down by stalkers using driver's license information, which is obviously undesirable. The DPPA still allows states to share DMV data for several permissible purposes. Let's look at some of those reasons. States may share information with other government agencies. They may share information about stolen vehicles. They may share data as part of their normal business of managing motor vehicle records and titles.
