    Submitted to U.S. NIST Generative AI Public Working Group. This initial public draft lists clauses that may serve as commitments by frontier AI labs to adopt safe, secure, and ethical practices and procedures. Multiple workshops and consultations were conducted in 2022-2023 with industry technical staff, independent experts, and engineers from frontier labs to draft recommendations for model design, development, and testing. This list of potential clauses is intended to inspire further research…

Third, it surveys current governance and policy initiatives at the level of international and multilateral institutions, nation-states, industry and the computer science and engineering communities. Finally, it explores open questions and recommendations relevant to key stakeholders including the public, computing community and policymakers. Some key issues include the extent to which international law applies to cyberspace, how AI will alter the offence-defense balance, boundaries for cyber operations, and how to incentivize vulnerability disclosure.

    Through an analysis of specific use cases, the paper considers how AI technologies can help achieve progress towards the SDGs as well as how they may inhibit them. Second, it draws out practical steps for how AI technologies can be implemented for sustainable development, identifying the barriers that global and local communities need to overcome for implementation. Third, this paper makes the case for multi-stakeholder collaboration and new kinds of “public-private-people” partnerships which will reconcile technical, ethical, legal, commercial, and operational frameworks and protocols to harness the power of AI technologies and deliver solutions to the SDGs.
