On Friday, January 12, 2024, Governor's Office of Planning and Research (OPR) in partnership with Climate Resolve, hosted the Climate Resilience Nexus 2024 (CRN 2024). This impactful event brought together over 200 dedicated individuals at California Air Resources Board Southern California Headquarters in Riverside, CA, and The Cheech Marin Center for Chicano Art & Culture at the Riverside Art Museum. I am excited to share the CRN 2024 Event Report which highlights the symposium's key activities and discussions. This report is developed based on the event outcome and follow up interviews with stakeholders. Here are some key takeaways: Resilience Priorities Interconnected Social Challenges Disadvantaged communities face multiple challenges, from affordable housing to job scarcity and inadequate education. These pressing needs often take precedence over environmental stewardship and climate preparedness. Disparities in Disaster Relief Participants involved in wildfire and flood disaster relief noted disparities in accessing relief funds, especially for events not meeting federal disaster relief thresholds. State funds, often disseminated by capacity-constrained non-profits, also present challenges. Information Gaps Understanding and utilizing climate vulnerability and risk information remains a challenge. Practical guidance and tools for communities and their trusted messengers are needed, particularly in capacity-constrained areas. Leadership and Workforce Gaps There's a significant opportunity to cultivate environmental leadership in underserved communities. Developing climate leaders at various career stages can enhance community resilience across the state. The event was a testament to our collective commitment towards climate resilience. New EPA Rule Strengthens Tribal Water Rights in Clean Water Act Standards The EPA's finalized rule establishes a national framework for considering tribal treaties & reserved rights when setting water quality standards under the Clean Water Act. This means: a clearer framework for Tribal rights in water quality standards, improved water quality for Tribal communities, and increased collaboration with Tribes on water quality standards. One program that helps families who struggle to afford energy bills is the Low-Income Home Energy Assistance Program, or #LIHEAP. LIHEAP is a block grant program allocated to states that provides heating, cooling assistance, and crisis relief for those facing disconnection. How can our systems be resilient so people living within them don't have to be? My work with 350 Colorado as a team leader and board member was motivated by the recognition that we have to start leaving fossil fuels in the ground if we were to achieve a clean energy future. In other words: what energy we use and how must change.💡 This must be systems change with equitably distributed benefits -- or we risk reproducing the social and environmental injustices built into the current system. The just transition road can feel impossibly long, but I'm inspired that the State of California continues to make progress on systems-level change for a healthier, safer, and more affordable future for residents. What happened when California killed their net metering policy? Thank you Bernadette Del Chiaro for explaining it so clearly in our recent SESA Puerto Rico webinar: “This is not a way for Puerto Rico to go. We are absolutely not on pace anymore to meet our clean energy goals and to sort of give you that, kind of a warning tale of what happens when your Public Utilities Commission makes very drastic changes overnight to such a foundational policy as net metering. Very real and very, very bad numbers, as we have struggled to get consumers to re-embrace distributed generation. This just basically shows the decline in sales, um, as a result of the new tariff. So not surprising. Even if solar is still a good deal, even if people can still save money by going solar - if you slash the government program to to encourage people, people are going to be less encouraged. You're going to see a giant decline in the market. And this is what has happened in California. What California just did is set the state back ten years on building its clean energy goals. That's going to have massive repercussions in the years to come. We had 17,000 people lose their job last year as a direct result of this bad net metering decision. 17,000 people. Those are real people supporting real families with really good jobs. And they lost it. A lot of them lost it right at Christmas time. It was really tragic. And we are not adding jobs back like those jobs are gone. The number of people going solar is 60 to 80% below what the market should be at. Um, sort of a historic downturn in that role. And I think I would just sort of preface this whole presentation of - do not follow our lead. This is not a way for Puerto Rico to go. It's a mess out here. And we are clawing our way back to where we need to be. You know, PJ, you mentioned that you guys are on pace to meet and beat your clean energy goals. That is fantastic. You never know what's going to come your way. So stay ahead of the curve Puerto Rico please. Because California is now in the opposite position. We are absolutely not on pace anymore to meet our clean energy goals.”
