    A recurring theme in this year’s Power of Diversity: Women 100 is historic firsts. Many of the individuals recognized here broke barriers to become the first woman, the first woman of color or another first to hold a position of power or influence. Among them are several first-generation Americans, bringing idealism, ambition and diverse voices to enrich their New York fields and communities. Plenty of entrepreneurs have launched first-of-their-kind companies, campaigns and outreach initiatives…

Among them are several first-generation Americans, bringing idealism, ambition and diverse voices to enrich their New York fields and communities. Plenty of entrepreneurs have launched first-of-their-kind companies, campaigns and outreach initiatives – from groundbreaking theater to transgender activism. And of course, there’s New York’s first woman governor. One thing you can count on: For these women, their most recent success won’t be their last.

    Twyla Carter, the attorney-in-chief and CEO of The Legal Aid Society, was the first Black woman and first Asian American to become the 145-year-old organization’s leader. She heads an organization that handles 200,000 legal matters annually for New Yorkers in all five boroughs. Carter, who earned her undergraduate and law degrees from Seattle University, is a nationally recognized expert in bail reform who previously directed national legal and policy issues for The Bail Project in Los Angeles and was a senior staff attorney at the American Civil Liberties Union.

    A seasoned defender and former executive at The Bail Project, Twyla Carter enters her second year leading one of New York’s oldest legal services. The Legal Aid Society has tangled with New York City officials on a number of issues: The group released a list of police officers with the highest lawsuit payouts under its Cop Accountability Project and reached a tentative settlement over the city’s disputed right to shelter law. Last fall, The Legal Aid Society expanded with a new unit dedicated to serving New York City Housing Authority tenants.

    The list, written and researched by City & State in partnership with journalist Jenna Flanagan, highlights the latest activities and accomplishments of Black leaders who are standing out in the spheres of government, business, nonprofits, organized labor, health care, law, advocacy, and academia.

    During Twyla's tenure, Legal Aid's attorneys and staff have worked tirelessly to defend New York City’s Right to Shelter and to protect incarcerated New Yorkers from the deplorable conditions on Rikers Island. She was leading the organization as it obtained important victories, including a settlement that will ensure dental coverage for millions of New Yorkers and legislation that will automatically seal certain conviction records, ending the perpetual punishment for many deserving New Yorkers.

    Carter has worked relentlessly since joining the organization toward securing needed funding to significantly increase baseline salaries for all staff.

The Nonprofit Power 100, a joint product of City & State New York and NYN Media, recognizes the most notable nonprofit leaders who are strengthening the safety net and serving the most vulnerable individuals in New York. The list puts a spotlight on the leaders of social services providers, legal aid organizations, advocacy organizations and foundations. The list omits many other types of nonprofits, including hospitals and institutions of higher education, while recognizing – but not ranking – a number of government officials and an array of advisers and consultants who play a key role in the nonprofit sector. We’re pleased to present the Nonprofit Power 100.

    Under Twyla Carter’s leadership, The Legal Aid Society is taking on battles both inside and outside of the courtroom. The organization partnered with the American Civil Liberties Union and state Attorney General Letitia James on the policing of protests, a move that was later canceled when the PBA declined to approve the deal. The organization has been outspoken on such issues as protecting the city’s right-to-shelter law, the need for federal receivership over Rikers Island and the number of eviction cases an attorney in the city’s right to counsel program can effectively take on in Housing Court.
