#ICYMI: On Wednesday, USD(A&S) William LaPlante tested before the United States Senate Appropriations Subcommittee on Defense, where he was joined by the Service Acquisition Executives from the Army, Navy, and Air Force to discuss #DefenseAcquisition. "When you're talking about acquisition, there's really three legs to the stool," he said. "One leg is acquisition, which is the contract. The second is the requirement, and this is about [...] getting what the department needs right for the warfighter. And the third is having money in the right year. Those three legs of the stool — moving across all three in an agile fashion — is the secret of really effective acquisition." He also underscored the value of countries working together to build robust defense production capabilities. "That's where this is all headed," he added. "You're going to see much more co-production, co-development and co-sustainment with allies and partners." Today the ISR Task Force partnered with WTOP News, the Federal News Network, U.S. Indo-Pacific Command, United States Space Force, and Planet Federal to discuss the critical topic of Broad Area Management and its impact on the safety and security of our nation. In the round table discussion, we touched on the imperative of #teamwork in Integrated Deterrence while also discussing some of the more tangible ways the services are investing in solutions to deliver enhanced situational understanding around the world. The US Army Intelligence enterprise, under the direction of Lieutenant General Tony Hale, is working hard to deliver horizontally integrated capabilities at a pace and scale that matches the tempo of the modern operational environment. To optimize these systems, we’ve been directed to develop strategies for wide-adoption and implementation of Artificial Intelligence capabilities into human-centric workflows. Soon the world currency will be measured in TPUs and GPUs. #Data centricity is a thing, and embracing it is what separates visionary leaders from everyone else. The Federal Acquisition Streamlining Act (FASA) was signed into law in 1994 as an effort at "streamlining laws to enable and encourage new leading-edge commercial companies to support the government." Bill Greenwalt for American Enterprise Institute observes that the "Department of Defense (DOD) continues to reject the original premises of FASA through its refusal to effectively use the commercial market to meet its needs." In this race, either the United States and its partners arrive first and establish customary practices of safe and responsible collaboration, or they risk relinquishing key interests and governing principles to China and Russia. Given the lack of established international norms, this will be just like any other era of territorial exploration and expansion—those who arrive first set the terms. China’s ambition to supplant the United States as the world leader means it sees this race as an opportunity to shift the global balance of power. So, losing this race could seriously disadvantage the U.S. in the future.

The U.S. has a federal law in place since 1994, the Federal Acquisition Streamlining Act (FASA), which requires the Government to buy commercial solutions instead of building something custom. Unfortunately, DoD -- as well as the intel community -- often ignores this law. "When the Department of Defense ignores existing commercial solutions that satisfy requirements, the US military is less competitive and warfighters get worse products." A recent US Government Accountability Office report says the US Navy's Columbia-class submarine program is 12-16 months behind schedule and could jeopardize the submarine's planned availability for operations in 2030. "Additionally ... cost overruns for the Columbia-class ... are more than six times higher than shipbuilder General Dynamics Electric Boat's estimates and almost five times more than the Navy's. To increase its investment in the U.S. submarine industrial base, the Navy in Sep awarded a contract worth up to $980 million to non-profit BlueForge Alliance. The Senate Appropriations Committee’s just-revealed fiscal 2025 defense budget bill takes the Defense Department and the Intelligence Community to task for what it sees as shortfalls in promises to take better advantage of commercial space capabilities in a number of key areas. Perhaps most intriguing is language in the bill that calls into question Pentagon and IC plans to declassify data from classified remote sensing satellites they are partnering to develop and manage, under a newly developed joint architecture called the “High-Capacity, Find, Fix, Track, Target and Engage and Assess Constellation,” or “HCF” for short. The constellation comprises satellites carrying electro-optical, synthetic aperture radar and ground moving target sensors, the bill says.

There are many challenges our homeland faces internally. However, we cannot ignore external threats. The DoD continues to prioritize weapon systems to engage threats but continues to ignore the systems that are essential to early warning for proper C2’ing of said weapon systems. If we get the positioning and battle management wrong, there are grave consequences. Every second counts when responding; the earlier we can detect, the better. Over and over, the demand signal for air domain awareness is high. When will we finally understand the investment required for a proper sensing grid?
