This is very interesting... seems to be a riff on an analysis technique that we described in an article titled "Beyond Timelines - Anchors in Relative Time" ten years ago in Digital Forensics Magazine. The technique has been applied to extremely high-profile and high-stakes cases since then.

Since late October, the Wisconsin city of Sheboygan has been dealing with technology outages as a result of a cyberattack on its network. The attackers who are dug in are now demanding ransomware. The city isolated their network. It is a reactive but a great move given the limited options available. (One of the first recommendations we give our clients is to segment their networks proactively.) This is not a one-off incident. Several other hospitals, insurance companies, and large businesses across the state have dealt with breaches and ransomware attacks. We have a responsibility as security professionals to raise awareness. However, we must go further... We can propose a strong proactive cybersecurity program that incorporates quality and robust network assessments. These incidents are sometimes unavoidable, but at the very least we can limit their implications by proactively securing our applications and network. The delayed notifications underscore the difficulty organizations confront in discovering breaches and attributing compromises to a root cause or source. Sensitive data on nearly 1 million Medicare beneficiaries in Wisconsin was compromised last year by a ransomware group’s attack spree targeting a zero-day vulnerability in Progress Software’s MOVEit file-transfer service. The Centers for Medicare & Medicaid Services said its contractor Wisconsin Physicians Service Insurance Corp. was impacted by the widely-exploited MOVEit vulnerability, in a Friday news release. The federal agency in charge of Medicare began notifying nearly 950,000 people their data was compromised last week.
