Some positive thoughts on the near term future for the industry.

Anyone who knows me knows that I am a huge proponent of renewables and energy efficiency. The main problem with the energy transition in California and other areas is the political and many thought leaders act like the transition is a light switch. Chevron moving out of California does not lower the emissions footprint of California in fact it increases it. Approximately 75% of the oil and fuels consumed in California is imported from foreign countries which means the fuel consumption has a higher footprint. California policies are pushing oil production out of California which means that many of the assets will be stranded which will require tax payer bailout. Much of the infrastructure installed for oil and gas production is actually ideal for renewable energy, hydrogen production and biofuels. Most of the people who work in the fossil fuels industry are well trained to work in the new energy space and ideally suited to transform existing fossil fuels infrastructure to carbon neutral or carbon negative infrastructure. We are working on converting oil fields, fossil fuel assets and carbon intensive assets to sustainable 24 / 7 energy and biofuels/ sustainable fuels infrastructure. New op-ed from me in Barron's. Trump’s “energy dominance” agenda is mostly good news for the oil and gas industry. Companies expect him to cut regulations, lower taxes, and encourage continued investment in fossil fuels. Gas and LNG will get a significant boost. But his election also creates some downside risks. LNG: A Critical Transition Fuel bridging to a more Sustainable Future. As we navigate the challenges of 2024, the U.S. liquefied natural gas (LNG) export sector faces uncertainty, especially following recent court decisions. However, LNG remains a vital transitional fuel in the movement toward sustainable energy. For examole, transitioning from coal and high-emission fuels is essential for reducing carbon emissions and slowing climate change. LNG offers a practical alternative, potentially cutting CO₂ emissions by up to 69% when replacing coal-fired power plants, all while ensuring reliable energy supply. In addition, advances in gas turbine technology continue with some projections that energy efficiencies above 80% may be achievable. By integrating LNG into a steuctured energy strategy, we can reduce reliance on more polluting fuels, foster a healthier environment, and begin to transition to a more sustainable future. Prioritizing LNG initiatives and natural gas infrastructure will pave the way for a thriving energy landscape that benefits our people, our planet, and the economy.

For my Energy Pulse newsletter this week, I wrote about the issues facing the Trump administration's ambitions to accelerate the growth of the US LNG industry. One issue that I did not have time and space to go into may turn out to be one of the most important, but also the most unpredictable: the end of "Chevron deference", which was rejected by the Supreme Court in the Loper Bright and Relentless decisions in June. The doctrine of Chevron deference held that where a law was ambiguous, courts should defer the executive agency’s interpretation, so long as it was "reasonable". With that doctrine gone, courts have to decide for themselves how the law should be interpreted. The effect is to take power away from the executive, and gives it to the courts. That creates problems for both Democratic and Republican administrations seeking to push through their policy agendas. Anything they try to do will be more vulnerable to legal challenges. The end of Chevron deference was often presented as a check on the ambitions of an activist Democratic administration. But it could equally impede a Republican presidency. It's important to remember that when SCOTUS first created the doctrine in its Chevron decision in 1985, it was seen as a victory for business, because it made courts more inclined to accept the legal interpretations offered by the Reagan administration. Now we are back to the status quo ante. We will have a DC Circuit court that already - back in 2021 - felt able to reject FERC decisions that it saw as not in compliance with the National Environmental Policy Act. Now its authority has been strengthened by SCOTUS. That could create additional problems for the Trump administration as it seeks to accelerate the development of more projects. I have some sympathy for the view that in the long (long) term, ending Chevron deference will lead to greater stability in policy. The interpretation of the law will not change with every change in administration; it will be what the courts say it is, until the law is changed. But in the short and medium term, there is going to be a lot more uncertainty over what lines the courts will take. And that could have a big impact on policy and regulation, in energy and in many other areas. How will it play out? Early in my career, while struggling to establish my footing in the competitive oil and gas industry, I learned a valuable lesson from an unexpected source—a persistent street vendor. This was during a business trip to a bustling city, where a young vendor tried to sell me a handcrafted artifact. Initially, I declined, but he didn’t give up. Each day, he greeted me with a warm, respectful nod and a new pitch, subtly refined from the feedback of the previous day. On the last day of my trip, impressed by his tenacity and ability to adapt his sales tactics, I purchased a small piece. This encounter stayed with me, not just because of the artifact, which still graces my office, but because of the lesson it taught me about persistence in business. 🗺️ The O&G industry is seeing a new investment boom with E&P activities heating up globally again. The industry faces a new investment race, as the U.S. Energy Information Administration forecasts 2024 oil demand growth rate will outpace supply. ✔️Upstream O&G is seeing a resurgence of investment activity: Upstream investments increased 11% in 2022 and another 7% in 2023. ✔️The trend is expected to continue in 2024. ✔️The surge prevails in North America with favorable market conditions and tech advances driving capital. ✔️Middle East and Asia are also ramping up their investments to meet growing energy demands and export commitments. ✔️Upstream O&G in Malaysia and Indonesia is also ramping up. Envana client PETRONAS is increasing upstream spending with an E&P focus including increased offshore exploration. Today, oil and gas operations account for around 15% of total energy-related emissions globally, the equivalent of 5.1 billion tonnes of greenhouse gas emissions. In the International Energy Agency’s Net Zero Emissions by 2050 Scenario, the emissions intensity of these activities falls by 50% by the end of the decade. Combined with the reductions in oil and gas consumption in this scenario, this results in a 60% reduction in emissions from oil and gas operations to 2030. Five key levers are used to achieve this reduction in emissions intensities: 💨tackling methane emissions, 🔥eliminating all non-emergency flaring, 🍃electrifying upstream facilities with low-emissions electricity, 🛢️equipping oil and gas processes with carbon capture utilization and storage (CCUS), 💡and expanding the use of low-emissions electrolysis hydrogen in refineries. Tackling methane emissions is the most important measure contributing to the overall fall in emissions from oil and gas operations, followed by eliminating flaring and electrification. The first half of this post is essential reading from Methane Hunter Sharon Wilson: « Even if Texas wanted to regulate methane--they don't--with gas prices so low it would be extra hard. Operators will be looking for undetected ways to get rid of methane instead of paying to get it to market. I'm seeing lots of unrealistic headlines with claims such as the new rules will reduce methane by 80%. That needs to happen for sure, but those headlines are misleading. The reality is that no state has a system in place to adequately enforce the rules. As the industry continues expanding most state regulatory agency budgets remain flat at best. And some states like Texas are defiant, suing the EPA instead of even considering enforcement.
