This is the #space conundrum. Similar to the #FCC’s satellite deorbit rule, the #FAA does not have explicit authority to regulate upper stage debris. While orbital debris mitigations is an important topic, both FAA and FCC are overstepping their regulatory reach by promulgating new rules. This is an issue to be legislated by #Congress. This also draws attention to another problem with too many federal agencies attempting to regulate space. Licensing and regulation of space should be taken out of the agencies, commissions, and administrations, and placed under the Office of Space Commerce in the Department of Space Commerce. This would have the effect of curbing bureaucratic creep and creating a “one stop shop” for space licensing and making life generally easier on space companies. #newspace #officeofspacecommerce #spacelaw #spacepolicy #spacelobbyist

#DisruptiveTech 🔵 The Federal Aviation Administration (FAA) has authorized commercial UAV flights without visual observers in the Dallas-Fort Worth area, marking a significant milestone in U.S. aviation. This authorization has been granted to Zipline International and Wing Aviation, enabling them to conduct package delivery operations using UAVs while sharing airspace with conventional aircraft. The UAVs remain separated from manned aircraft using unmanned aircraft system traffic management (UTM) technology, with rigorous FAA safety oversight. UTM services allow companies to share data and planned flight routes with other authorized airspace users, offering safe organization and management of UAV flights in shared airspace. All flights occur below 400 ft altitude and away from any crewed aircraft. The FAA expects initial flights using UTM services to begin in August 2024. Typically, UAV operators must maintain visual line of sight with their aircraft. However, advancements in air traffic technology are paving the way for routine beyond visual line of sight (BVLOS) flights. This authorization is the first time the FAA has recognized a third party to safely manage drone-to-drone interactions, a significant step towards integrating UAVs into the National Airspace System. More pilots trained to fly the newest premium long-range jets and, correspondingly, more technicians trained to fix them - more personnel, who once they become experienced, will be highly valuable commodities and keenly sought after by those for whom price is no object. SC-227 / EUROCAE WG-85, Standards of Navigation Performance meeting held on May 9-10 in Denver, Colorado, hosted by Boeing.   Working Groups (WGs) 1 and 2 focused on finalizing public comment closure for DO-236E (Required Navigational Performance (RNP) Minimum Aviation System Performance Standards) and DO-283C (RNP Minimum Operational Performance Standards). The Alliance for Aviation Across America today commended the bipartisan passage of Federal Aviation Administration (FAA) reauthorization, the FAA Reauthorization Act of 2024 (H.R. 3935). This vital legislation, reauthorizing the FAA through fiscal year 2028, was passed with robust bipartisan support: an 88-4 vote in the Senate last week, followed by today’s House vote of 387-26. President Biden is expected to sign the bill into law this week before the current extension expires on Friday. Devin Osting, the interim executive director of the Alliance for Aviation Across America, stated, “This FAA reauthorization is critically important for general aviation and our national air transportation infrastructure. It includes vital investments in our local airports, increasing the authorization of the Airport Improvement Program from $3.4 billion to $4 billion annually, and promotes significant advancements in areas such as workforce development and advanced air mobility, which are essential for the future growth of industry. “We extend our gratitude to the committee leadership in both chambers, including House Transportation and Infrastructure Committee Chair Sam Graves (R-MO) and Ranking Member Rick Larsen (D-WA), as well as Senate Committee on Commerce, Science and Transportation Chair Maria Cantwell (D-WA) and Ranking Member Ted Cruz (R-TX), for coming together in bipartisan, bicameral compromise and their commitment to ensuring the stable and predictable continuation of essential programs for the aviation sector in the United States.” General aviation supports $247 billion in economic impact annually and 1.2 million American jobs. It provides critical services including access to medical care, disaster relief, law enforcement, and connects rural communities across the country.

Inflight view of a conceptual Alaska Airlines JetZero BWB (Blended Wing Body) airliner: Alaska Airlines has invested in the JetZero BWB program with options for future aircraft orders. JetZero is developing the first commercial BWB airplane as an alternative to today’s conventional ‘tube-and-wing’ designs. First flight of a prototype is expected in 2027. The BWB aircraft design integrates the wings and fuselage into a single shape, significantly reducing aerodynamic drag by 30%, providing additional lift, and also reducing the noise footprint. Due to an expected 50% fuel burn reduction, BWB operations should result in lower carbon emissions and to help Alaska Airlines’ goal of net-zero carbon emissions by 2040. JetZero’s proposed configuration is approximately the size of a Boeing 767 with a wingspan about the size of an Airbus A330. The aircraft is designed to integrate seamlessly into existing airport infrastructures, as its single-deck configuration fits existing runways and gates. Additionally, the aircraft’s passenger cabin will provide an atmosphere of enlarged space that will enable new innovative seating arrangements to enhance passenger comfort. Per design options, the cabin could be illuminated by overhead and front side windows, with many apertures in-between the structural elements that will saturate the area with light and space. Over 20-years ago Boeing Phantom Works developed a BWB design in which, passenger, cargo and military aerial tanker versions were studied. In cooperation with NASA, during 2007-2013 two remote-controlled sub-scale (21 ft. wingspan) Boeing X-48B/Cs were successfully flown to verify flight characteristics. Erik Simonsen Illustration
