Two cadets had the opportunity to conduct pioneering research and policy work with The Aerospace Corporation in Crystal City, VA, where they focused on developing common engineering platforms and space architecture. Their work addressed key policy implications and strategies for enhancing collaborative efforts in space operations, with a particular emphasis on how the #DefenseProductionAct (Title 7) could be utilized to promote stronger government-industry cooperation.   In their proposal, the cadets also recommended establishing recurring collaborative meetings between the military, #Congress, and the private sector. These meetings would focus on agreeing upon common standards for space architecture, streamlining the rapid acquisition of space capabilities, and ensuring Congress can appropriate the necessary funds to support these efforts. This proposal is highly relevant as the United States Space Force is currently working on these very issues to enhance its operational effectiveness and readiness in space.   The cadets’ presentation at Corona was met with notable attention, leading the Secretary of the Air Force (SECAF) Frank Kendall III to personally request a follow-up discussion (which happened last week). This engagement underscores the significance of their research and highlights their potential to influence the future direction of aerospace policy.

An interesting article to read for those in defence procurement in Canada. Don’t get bogged down by the US terminology and scale, instead focus on the similar process problems and outcomes… then think about the scaled solution. To not lose the next war, or perhaps even to prevent it, is to drastically rethink the way we do defence procurement and manage military capabilities. A fiscal 2025 defense appropriations bill was released by the House Appropriations Committee including more than $1.3 billion for Defense Innovation Unit (DIU) and “select Defense-Wide innovation efforts to deliver capabilities from nontraditional sources, including small and medium-sized businesses” This includes $400 million to Accelerate the Procurement and Fielding of Innovative Technologies (APFIT) program to help bridge the so-called valley of death in the acquisition system and “transition cutting-edge capabilities to the warfighter in an accelerated timeline,” according to the summary. A $100 million increase from FY24. Also, $125.9 million would be allocated for the Office of Strategic Capital to maximize the use of private capital to advance emerging technologies and manufacturing, including through private investment funds. The defense appropriations bill has to clear many hurdles before becoming law, including passage by the House Appropriations Committee and the full House. The House version must also be reconciled with the Senate version through a conference process, and the reconciled version must be approved by both chambers of Congress and signed by the president. #DIU #APFIT #OSC #innovation #DoD

What's missing from this Defense Innovation Board recommendations report on Data? This is a comprehensive report and set of recommendations from the DIB on improving data access and quality across the department. Would highly encourage you to read. One other recommendation I would recommend adding is a CONTRACTUAL REQUIREMENT TO PROVIDE SUB-TIER SUPPLIER INFORMATION, STARTING WITH TIER 1, to enable better monitoring of supply chain risks and ultimately improve supply chain resilience. Getting this information after a contract has been set up is quite difficult for many reasons including lack of incentives for a contractor to provide it. At a minimum, Tier 1 information is something that contractors have at their fingertips as they know who their next tier suppliers are. Information beyond that into next Tiers is more difficult and requires them to reach out to their next tier of suppliers. It can be done through solutions like Resilinc as we have seen at DLA and other agencies. But it takes time and effort. Recommendation: Add a requirement, for contracts of certain size and above, to provide Tier 1 supply chain data, based on part #s, products, service offerings being delivered. We are failing to recognize that the talent pipeline across most critical skill sets essential to our economic vitality and national security are withering. We simply do not have enough workers first, and second we don’t have the breadth and depth of skill sets needed to support our national ambitions. We are constrained by available talent. We need to seriously look at immigration reform and embrace the diversity and ambition of those who want to serve in America’s best interests.

R&E announced the next round of projects to receive funding via the pilot program to Accelerate the Procurement and Fielding of Innovative Technologies (APFIT). This is the second tranche of projects to be selected during Fiscal Year 2024, and the first tranche awarded after the Department received a full appropriation for FY 2024. "Thanks to congressional support for APFIT in this year's defense appropriation bill, R&E is accelerating the fielding of crucial capabilities to our warfighters," said Heidi Shyu, Under Secretary of Defense for Research and Engineering. To aid in that process, Leidos has stood up what Bell called a "small investment fund" aimed at getting ideas from across the company. Those ideas and any successes or failures from them will feed into Leidos' next strategy and North Star vision. "These are areas that we are going to be investing in, in the future," Bell said. "Although we're not going to articulate it, we're putting seed corn out there now in those areas, so that we're not waiting for the whole process to be done, to do the obvious compelling things we want to do to affect our future here." However and whatever that looks like, Bell told analysts to not think of it as a 90-degree pivot or 180-degree pivot for Leidos. The idea is to be variations on the core of what Leidos already does. "We're going to really be focused on repeatable business models, we're going to really focus on speed," Bell said. "We know that our customers are very concerned with speed, but they're concerned also that the people they hitch their wagons to have to have the scale to solve complex problems differentially."
