NERD ALERT...as a former CPIC director there is excitement when I read A-11 (#Budget), A-50 (#Accountability), and A-123 (#Management) circular updates. Even better is when industry and government comes together to discuss. This morning I was able to complete the reading of the American Council for Technology - Industry Advisory Council (ACT-IAC) recently released white paper entitled, "Federal Information Technology Spend Standardization (Maturity Level 1): Agency Recommendations". Whenever I either hear, or read a reference to "the market" my onboard skepticism alerts are triggered. Usually these references amount to an anthropomorphizing of a structured presentation of as many as billions of actually disconnected trades into some quantity: a daily market close, closing prices for an index, or a sector, etc.   Therefore "the market" does not exist.
