"Utilities have for decades “been using the same playbooks to build centralized generation and associated transmission and distribution to meet long-term demand needs. And it’s largely worked,” Shah said. “But with demand growth accelerating from data centers, new manufacturing, a surge of electric vehicles and electrified appliances ... an old grid operations paradigm needs to be updated.” After roughly two decades of stagnant electricity demand, the North American Electric Reliability Corp. now forecasts an approximately 15% to 20% increase in electricity consumption over the next decade, DOE noted in its brief. And by 2050, demand could double to meet net-zero emissions targets. Importantly, this demand growth is not unprecedented, according to Louise White, a senior consultant with the DOE’s Office of Technology Transitions and Loan Programs Office. A report on state government- and utility-driven initiatives affecting electric vehicles (including hybrids) shows the majority of such efforts continue to focus on rebates and incentives for consumers and commercial fleet operators to acquire them. However, regulations and actions to modify electricity rates relating to EVs and develop charging infrastructure are also moving forward. The Q2 2024 edition of “50 States of Electric Vehicles” published by the NC Clean Energy Technology Center (NCCETC) at North Carolina State University said a total of 561 EV actions were taken during the timeline of the report. In 2024, as of early August, 29 states have enacted legislation related to transportation electrification. Massachusetts, New York, California, Illinois, New Jersey, Minnesota, Michigan and Hawaii were the most active in this regard, the report said. Potential For Charging Station Deficiency Under EPA Electric Vehicle (EV) Expansion Program: While Current EV Charging Capacity Is Adequate for the Existing Fleet, Future Demands on EV Charging Could Portend Extreme Wait Times If Charging Capacity Lags The recent EPA rule announced by the Biden administration to reduce Corporate Average Fuel Economy (CAFE) CO2 emission standards to half their current level by 2032 will force car manufacturers to produce more electric vehicles (EVs) as part of their fleet in the coming model years. At present, the United States has around 7,700 fast charging stations, each with about five DC fast charging ports. These stations are typically located around highways for easy access during cross-country travel. This number of fast charging ports is sufficient to support the limited number of EVs in the 2024 automotive fleet (currently around 1%). But it will quickly become overwhelmed under the EPA rules growth targets. By 2032, when new EVs will outnumber new ICEVs offered to the fleet, wait times will approach one hour if no further charging stations are built. This breaking point occurs when EVs reach 10% of the total operating automotive fleet. EPRINC's forthcoming analysis shows that to keep wait times under one hour, the average utilization of America’s charging infrastructure must remain under 70%: there must be an average of at least 30% of all charging ports free for use at any given time. Above this utilization figure, wait queues for stations begin piling up exponentially, as Americans would frequently have to endure lines of several cars, each taking half an hour to charge, before they could access the charging station. Furthermore, in order to prevent the over-utilization of charging infrastructure and exponential wait times, EPRINC's analysis shows that a total of 169,000 new DC fast charging ports will need to be built by 2050 at EV growth rates consistent with EPA targets. This is around five times the current number. Fast chargers are expensive to install, around $20,000 minimum per charging port, and hence the total cost of these installations required by 2050 will exceed $3.4 billion. At present, it is unclear how much of this will be government funding versus private investment.  In addition, projected average wait time is not indicative of variance.  Depending on the severity, American drivers might find it unacceptable to have low-probability events that generate highly inconvenient wait times even if the average wait time is low. Utility companies are not created equally. Some have portals that allow consumers to directly access real-time data about the grid. For example, New York’s Con Edison has an API (Application Programming Interface) that allows third parties to import data easily into energy management systems. But, not all utilities are as sophisticated as the country’s oldest grid. “In a perfect world, every utility company in the U.S. would update their metering infrastructure and allow real estate and technology companies to access their pricing and demand information in real time via API,” said Gary Chance, CEO of Nantum AI. Unfortunately, most utility companies don’t have the incentives or resources to create and maintain such technology. The U.S. has thousands of electricity companies, a number that is growing due to the increasing prevalence of options for customers to choose where they get their power. There is a push to simplify the way carbon is reported, which will inevitably make utility data more standardized, but it could take a while before every utility in the country makes the switch. Until then, building managers will have to find ways to import utility data. The ability of software to lower a building’s energy bill and carbon footprint relies on utility data. Utilities also benefit from sharing this data, as demand can be lowered during times when the grid is most overworked. The ongoing feud between Connecticut utilities and their regulators has spilled over into the state’s efforts to implement performance-based regulation (PBR) for its electric utilities. PBR essentially covers to efforts to better align the profit incentives for utilities, which have regulated monopolies, with state policy goals. PBR mechanisms can be used to better-incentivize affordability, resilience, distributed energy deployment, and electrification. I spoke with a whole bunch of people about what the fight in Connecticut could mean for the state's clean energy transition, and whether it will influence PBR in other states. While the utilities are concerned that they will not be able to recover a reasonable rate of return on their investments in the new proposed framework, consumer and environmental advocates have argued that these concerns are overblown.
