The St. Louis Regional Freightway’s 2025 Priority Projects List for the bi-state area recently received unanimous approval from the East West Gateway Council of Governments. This is an important step in the process we go through annually to identify critical infrastructure improvements and align and amplify advocacy for support and funding. The list is compiled by the Freightway’s Freight Development Committee, which is a nationally recognized model of partnership and productive collaboration between the public and private sector across the eight-county area the St. Louis Regional Freightway serves. Business and industry leaders work directly with local and state officials and DOT’s to set infrastructure priorities by helping them to understand how infrastructure and efficiency impacts on-time delivery and costs. The 2025 Priority Projects List includes 27 projects representing a total investment topping $8 billion. As of May 2024, more than $500 million in projects on the list had been completed and almost $2.3 billion in additional projects had been fully funded with many of those under construction or soon to be. Those numbers, which continue to grow year over year, underscore the tremendous commitment to improving freight infrastructure in the bi-state St. Louis region. DID YOU KNOW… #ATRI’s Costs and Consequences of Truck Driver Detention report found that truck drivers detained at customer facilities drove faster than drivers that were not detained beyond two hours. The research found that truck driver detention at customer facilities led to a statistically significant increase in average truck speeds compared to not-detained trucks. Speeds were higher in the 24 hours before and after detention incidents, suggesting that drivers must both react to detention and anticipate it based on past experience or information from other drivers. Over the full 48-hour period, detained drivers drove 14.6% faster than non-detained drivers. The Federal Motor Carrier Safety Administration can't fix #freightfraud, and neither will the DOJ. Supply Chain and Transportation leaders need to call on the Transportation Security Administration (TSA) to issue a version of a TWIC card before anyone can become a registered agent with the FMCSA. Background checks are required for jobs with much less responsibility than trucking company agents who are responsible for 80,000lbs moving at 65+MPH on public roadways carrying millions of dollars in cargo. Knowing who exactly is running every trucking company will reduce theft, fraud, inflation, make the roads safer, and increase the security of our supply chain. By issuing a TWIC card and requiring renewals- the FMCSA would have the data they need to fix this. DOTCSA Presents- Time for a Painful to Watch Comedy BRAKE! Concerning Medical Issues- Good time for DOT 101 on Driver Medical Cards. Tips from a Former USDOT FMCSA Investigator on getting DOT Smart about Driver's Medical Examiner's Certificates (MEC)> In my former FMCSA career, I fortunately observed the Launch of the National Registry of Medical Examiners, even helping my Director comment on Rulemaking as it developed. For a basic foundation, an MEC is NOT only for CDL Truck Drivers. Yes it "can or may" be for an Pickup Truck Towing a Trailer or a Cargo Van. Lesson #1- A Person (regardless of BEING HIRED as Driver or Employee) even JUST operating an F-250 pulling a trailer requires an MEC.... "IF" that Vehicle or Combination (Towing) meets the Definition of a Commercial Motor Vehicle (CMV) per 49 CFR 390.5. Find 390.5, if your CMV meets the Definition and no DOT exceptions or State Intrastate Exemptions apply, then an MEC is required. Medical or Illicit Marijuana Use- There are ZERO Federal DOT Regulations that say you CANNOT use Marijuana...whether ILLEGALLY or Prescribed....> HOWEVER, it's the DOT's Medical Examiner's Certificate Regulations that prevent the ISSUANCE of an MEC per the Following Regulation- 49 CFR 391.41(b)(12)- "Does not use any drug or substance identified in 21 CFR 1308.11 Schedule I, an amphetamine, a narcotic, or other habit-forming drug;" View 49 CFR 391.41(b)(12)(i) at- https://lnkd.in/gXd9tyVz) Lesson #3- For Your CDL Drivers... My work with DOT Compliance Safety Association 100% recomends the following- NEVER ABANDON requiring your CDL Drivers to have a Paper Based Medical Examiner's Certificate on their person, even though its not technically required anymore per Regulations. I belive the FMCSA did a Phenomenal Job at bringing on the National Registry and it's amazing to see the program improve as time goes on. However- The Entire Task Nationwide is a Behemoth undertaking requiring many things to work together for a CDL Driver's MEC to be tied to their License and MVR Records. 1. Driver's may get things wrong, may not update their information, so administrative issues occur & DMVs may not have the necessary data to keep a Driver's MEC on their CDL, thus resulting in a CDL downgrade & DOT Inspection Violations. 2. State Driver's License Agencies (SDLA) may have their own administrative issues like backlogs or mistakes in processing, even differing IT infrastructure in communication has caused problems, thereby MEC data not being updated, resulting with CDL Drivers having Roadside DOT Inspection Violations for lack of an MEC or downgraded CDL. 3. Help Out DOT Inspectors- I've worked with many State DOT Inspectors who need to make split decisions when coming upon MEC Issues, they have a ton of discretion so a Paper MEC may help them decide on handling potential problems. They often understand things may happen beyond your control.
