MFA should be considered a minimum requirement at this point. There's no excuse not to have it on any system. The tools are often free, and relatively easily implemented with standard APIs. Many, many major breaches have been a result of compromised passwords and a lack of MFA. This includes the Change Healthcare breach this year, the largest healthcare cybersecurity incident in history. I would go so far as to say that enterprise systems that do not have MFA are negligent and at fault.
