Why advocate for protecting DEBA? Ensuring a clean, reliable, and resilient grid is critical to sustain California as one of the world's largest economies. In the face of unpredictable climate challenges, the Distributed Electricity Backup Assets (DEBA) program represents an essential opportunity for California's critical loads to cost-effectively deploy new technologies, like Mainspring Linear Generators, that are significantly cleaner and more flexible than the legacy backup generators that have proliferated over the last several decades. Elevate Energy Consulting recently attended the 2024 American Council on Renewable Energy (ACORE) Grid Forum in Arlington, VA. This forum brought together regulators, grid experts, transmission utilities, clean energy developers, data center developers, and researchers to discuss the latest in grid innovations, national security considerations for transmission expansion, regional and interregional transmission planning, and the ever-growing power demand on the system driven by large loads such as data centers. Transmission expansion, inverter-based resources (#IBRs), and large load interconnection were major themes at the event. Excellent panel sessions covered these topics from all perspectives, including an insightful discussion on national security considerations for the expansion of the electric grid as well. Federal Energy Regulatory Commission staff provided perspectives on the implications of the new FERC Order 1920 and its potential impact on the future of transmission planning. We heard about the years of work getting this landmark order developed and released, all aimed at helping expand transmission capacity where it is needed, with considerations for cost allocation measures and advanced technologies like grid-enhancing technologies (#GETs) and high performance conductors. This all comes at a time where transmission expansion is a key driver to support decarbonization goals across the country while also meeting the power demands of growing large load interconnections like data centers and cryptomining facilities. The #Elevate team appreciated the opportunity to collaborate with industry leaders at the #ACORE event. These multi-faceted grid reliability challenges require innovative approaches to modeling and studying the future grid and effectively deploying solutions during the energy transition. Buildings account for nearly 25% of GHG emissions in California and are key to achieving the state’s targets for reducing carbon emissions. At the same time, low-income residents face a disproportionate energy burden, with energy spending up to 3x higher than non-low-income households.   In collaboration with the Association for Energy Affordability, Inc., Integral Group, David Baker Architects, and University of California, Davis, RMI developed a design and installation guide for existing multifamily buildings in California, drawing on insights from pilot projects funded by the California Energy Commission’s EPIC program.    The guide includes detailed design and installation guidelines that integrate innovative building technologies, reduce energy demand, and effectively pair with renewable energy generation. A new report from The Brattle Group, prepared for GridLab, finds that California’s market potential for virtual power plants (VPPs) could hit 7.5 GW by 2035! That would exceed 15% of peak demand. The strategy would include automated demand response for large commercial buildings and industrial facilities. Other report findings: - VPPs can reduce risks associated with interconnection delays. - VPPs can scale flexibly as demand grows. Feed-in-Tariff programs for promoting Renewable Energy (RE) are becoming less relevant as RE now constitutes a significant portion of the energy mix and influences wholesale market prices. This shift could render some utility-scale projects, both RE and conventional, economically nonviable. To keep these projects competitive and maintain their environmental benefits, new revenue sources must be explored. These could include leveraging social sustainability through tourism, cultural integration, and complementary product production, depending on local conditions. Capacity payments for allowing utilities to draw power from RE plants could provide additional financial stability, complementing income from electricity sales and societal benefits. #Research #RE #ClimateChange

Progress in the next 10 years is "critical," per BloombergNEF, to unlock renewable resource interconnection and achieve net-zero 2050 goals. Including a tripling of renewables buildout by 2030. We see from the interconnection queues that a large portion of these new resources will be solar #PV and battery energy storage systems #BESS (as well as notable increases in wind). All these technologies are inverter-based resources (#IBR) that will have a significant impact on how the grid is planned, designed, engineered, and operators. #IBRs change the fundamental characteristics, including stability, of the bulk power system. It is imperative that we collectively tackle forward-looking challenges proactively rather than waiting for reliability risks to emerge and acting reactively. RMI’s VP3 just published profiles of 14 VPPs that are providing 1500 MW of capacity across the US with ~4M participants. They detail out the grid services, participation parameters, and operator dynamics to shed light on successful models that are ready to scale up. “How utilities and their customers are already benefitting from VPPs and insights for future implementation.” #VirtualPowerPlants

NEEA Plays a Key Role in U.S. DOE's Landmark Energy Efficiency Standard for Water Heaters - New federal standard signals move toward efficient, affordable water heating for all consumers. “The energy savings from this final rule over 30 years of shipments is 17.6 quadrillion British thermal units—the largest savings ever from a single DOE efficiency standard, representing more than the energy use of the entire U.S. residential building sector in a single year." The passage of the federal water heating standard represents a major milestone in alliance Market Transformation efforts and is a win for all Northwest gas and electric customers. It is a direct result of nearly 20 years of leadership by the alliance, its market partners, and many stakeholders across the country. For example, the U.S. DOE cites NEEA’s Advanced Water Heating Specification (AWHS) as reference material for its final rule. Originally developed by NEEA in 2009 to ensure cold-climate performance, NEEA has continued to iterate and improve the AWHS to advance higher-performing electric and gas heat pump water heaters. “The new federal consumer water heating standard is a stellar example of how long-term collaboration between utilities, manufacturers, trade allies, efficiency organizations and consumer advocates can deliver lasting market change leading to tremendous energy savings for all Northwest customers.
