FEMA has selected 12 applicants for a combined $150 million in capitalization grants through the Safeguarding Tomorrow Revolving Loan Fund Program. This funding will help 10 states, a Tribal Nation, and the District of Columbia create revolving loan funds for local governments to execute hazard mitigation projects. These projects aim to reduce vulnerabilities to natural hazards such as drought, intense heat, wildfires, floods, and earthquakes. Enabled by $500 million from the Bipartisan Infrastructure Law, the Safeguarding Tomorrow Revolving Loan Fund Program offers local governments the flexibility to enhance the resilience of critical infrastructure, including roads, public housing, water treatment facilities, dams, levees, and coastal structures. #ICYMI the Maryland Governor's Workforce Development Board hosted its September quarterly public meeting a few weeks ago! It was a highly productive gathering with impactful decisions and exciting updates. A few highlights: 🔌 The Industry Partnership Committee shared plans to build a statewide #sectorstrategy model and #jobquality framework to inform State investments and help ensure Maryland’s talent pipeline is industry-led, demand-driven, and stays focused on advancing accessible pathways to work, wages and wealth at the same time. 🛣 We approved the Local & Regional Workforce Planning Guidance for Maryland's 13 local workforce development boards. This will help local boards align their efforts with the state's broader vision and goals, ensuring strategy translates into action at the community level. The focus is on increasing employer engagement, streamlining processes, boosting staff capacity and offering incentives to scale apprenticeship programs statewide. 🔄 The CTE Expert Review Team (ERT) is gearing up to visit schools and assess district CTE programs. Their goal is to evaluate how well these programs align with industry needs and educational goals, identifying strengths, challenges, and opportunities for improvement. 📢 We previewed an exciting new partnership with the Annie E. I am very excited to see that FEMA has joined the U.S. Department of Housing and Urban Development in implementing the #federal #flood #risk management standard. The idea for a revised standard that takes into consideration future flood risk is critical to protecting our communities and our tax dollars invested in new and rebuilt #facilities and #infrastructure. The new standard expands the original standard, established in 1977, that only looked at currently mapped #floodplains and not future risk, which due to #ClimateChange are expanding every year. The new standard was a key recommendation of the Hurricane Sandy Rebuilding Strategy in 2013. Roy Wright, Rachel Sears, Shaun Donovan, Marion Mollegen McFadden, Laurel Blatchford, and many others were critical in making this recommendation. That led to a new #ExecutiveOrder directing agencies to update their #regulations with kudos to Eric L., Samantha Medlock, and Alice Hill, among others. Any political controversy around this rule is deeply misplaced as what the rule does is ensure that when the government builds or funds facilities in a floodplain, that they make smart siting and design decisions to allow those facilities to continue to function and serve their important purposes for many years to come. As GAO and other non-partisan organizations have made clear, smart planning is not political, its just being a good steward of the taxpayers money.

Climate change is not a future issue, it’s a now issue. Communities across the country are experincing more damaging and frequent flooding. Today, FEMA published a final rule that ensures federal investments consider both historic and future flood risk to protect communities and infrastructure. Importantly, it includes the requirement that nature-based solutions be considered as part of FEMA-funded projects. Today, we heard from FEMA Region 3, Virginia Department of Emergency Management, Weston & Sampson, and City of Annapolis, MD about the various aspects of including climate change in Hazard Mitigation Plans, including why FEMA has updated their HMP policy and what they are looking for in updated HMPs, what BRIC funds can cover, examples of how climate can be integrated in each chapter of an HMP, and lessons learned from a community that has updated their HMP according to the new guidelines.
