Production for the Space Development Agency’s (SDA) Proliferated Warfighter Space Architecture (PWSA) constellation is in full swing, and Northrop Grumman is one of the primary contractors producing satellites for what will soon be a global constellation of missile defense and data transport satellites. Our #SpaceTrafficCoordination series has focused on ensuring spaceflight safety during mission operations, but the Office of Space Commerce also plays a role in pre- and post-mission activities that help reduce overall debris and traffic. Debris mitigation refers to pre-mission planning and design to minimize the generation of debris during mission operations and when spacecraft reach end of life. Successful mitigation means less debris to track and coordinate. The U.S. Orbital Debris Mitigation Standard Practices (ODMSP), updated in 2019, apply to government missions and inform the regulations imposed on commercial space missions by the Federal Communications Commission, Federal Aviation Administration, and NOAA: National Oceanic & Atmospheric Administration. In recent years, FCC and FAA have adopted or proposed new debris mitigation rules that go beyond the U.S. ODMSP and the internationally recognized Space Debris Mitigation Guidelines of the Inter-Agency Space Debris Coordination Committee (IADC). To avoid duplicative regulation, NOAA/OSC's Commercial Remote Sensing Regulatory Affairs division currently defers to FCC debris mitigation rules when licensing commercial imaging satellites, despite having statutory authority to regulate those satellites' disposal upon termination of operations. We are now reconsidering this approach in light of the evolving regulatory and international business environment. The Defense Innovation Board Summer 2024 meeting emphasized incentivizing tech adoption, enhancing innovation cooperation with allies, and supporting the warfighter. Overall many of the recommendations appear duplicative of past recommendations that still miss at the heart of the challenge with innovation tied to PPBE and the Large Programs. Recommendations included encouraging risk-taking, establishing career paths for innovators, and prioritizing collaboration between the Department of Defense, industry, and the end-user. Efforts focused on aligning incentives for faster tech adoption and optimizing innovation cooperation with partners and allies, stressing the importance of centralized coordination and regulatory reforms in engagement with NATO, AUKUS, and Ukraine. 🚀 Exciting Concept Alert! Gibbs & Cox, a Leidos company, is revolutionizing naval defense with its Mobile Defense/Depot Platform (MODEP) Concept, unveiled at Sea Air Space 2024. Addressing the U.S. Navy’s capacity challenges in the Western Pacific, MODEP transforms surplus oil rigs into heavily armed mobile missile defense and resupply bases. Dave Zook, Solutions Architect & Combat Systems Department Manager at Gibbs & Cox, emphasized the urgency of solving capacity issues and keeping ships in forward stations. MODEP, a large floating island base, boasts a 12-month independent operation capability and offers stability even in waves up to 60 feet tall. It features 6-20 MW of extra mission power, a maintenance and repair shop, a 2.3 million gallon fuel capacity, and an initial payload capacity of 8000 metric tons. The concept supports air defense or strike missions at a capacity five times that of an Arleigh Burke-class destroyer, with up to 512 vertical launch system cells or 100 large missile launchers. This includes support for larger missiles like hypersonics, meeting the Navy’s DDG(X) program requirements. Moreover, MODEP facilitates the sustainment of surface combatants and nuclear submarines through Afloat Forward Staging Base configuration, offering stable options for VLS reloading at sea, depot repair capability, and expanded mission potential. What's more, Gibbs & Cox estimates that conversion from civilian to military use could be achieved within approximately 24 months, utilizing existing offshore oil and gas technology. RTX, the parent company of Raytheon, agreed to pay $200 million in fines and remediation to address hundreds of export control violations that led to the disclosure of sensitive military secrets. The consent agreement between RTX and the U.S. Department of State, resolves 750 violations of the Arms Export Control Act and the International Traffic in Arms Regulations by Raytheon and several subsidiaries that occurred from 2017-23. RTX self-disclosed the violations, cooperated with the investigation, and implemented remediation for “numerous” compliance deficiencies to address many of the issues uncovered during the investigation, the State Department said. As part of its remediation plan, RTX will hire a special compliance officer to oversee the consent agreement. Space Force takes another swing at modernizing satellite ground systems - SpaceNews "The program, run by the Space Force’s Space Rapid Capabilities Office, is designed to help military operators reposition satellites, refuel on-orbit assets and respond to threats. The Space RCO said operators need tools to be able to command and control assets to take action in scenarios that would unfold during a conflict such as maneuvering or re-routing networks." The Federal Aviation Administration (FAA) has entered a formal agreement with North Dakota to share federal radar data, enabling the safe integration and continued testing of beyond visual line-of-sight (BVLOS) drone operations into the National Airspace System (NAS). By sharing this data, UAS traffic management systems can provide real-time information about other aircraft to both the pilot and the drone, ensuring safe navigation beyond the pilot’s line of sight without risking collisions with manned aircraft. This collaboration, facilitated by the Northern Plains UAS Test Site (NPUASTS) and Vantis, North Dakota’s UAS network, allows UAS operators to access and manage airspace more efficiently. The initiative is part of the FAA’s Radar Data Pilot Program, designed to assess #UAS traffic management technologies and expand #BVLOS operations nationwide.
