The Police Executive Research Forum (PERF) has a conflict of interest and should not be providing recommendations on use of force training for officers. PERF sells its own brand of police training called ICAT: https://lnkd.in/d_dCwafm and its report recommendations are designed to sell more ICAT training. The PERF marketing model is to bring together a group of their members and supporters for a discussion forum and then publish a report afterwards that recommends purchasing the services that PERF provides. PERF did the same thing in 2016 when it published its Guiding Principles on Use of Force: https://lnkd.in/dkfgz5_E Some of the agencies that adopted these "Guiding Principles" are now under DOJ investigation or federal consent decrees for having a pattern or practice of unconstitutional uses of force. For this new report, PERF did not do any of its own research. Instead, PERF relied on the Associated Press and other media organizations to do their research for them. As a result, PERF's recommendations are the product of a "garbage in - garbage out" data analysis. PERF simply took the research findings of media reporters and repackaged them to sell more of PERF's services. There is also nothing new in the PERF report and these same ideas and recommendations have been around for more than 20 years. The PERF report is careful not to mention any controversial issues like vascular neck restraints (VNR). Our peer-reviewed research has shown that VNR is an effective use of force technique that has a minimal risk of injury to officers and subjects when properly applied: https://lnkd.in/gksk9uqE However, after the death of George Floyd, which was not caused by VNR, many states and law enforcement agencies banned the use of the technique. Our data shows that prohibiting the use of VNR has resulted in an increase in the use of less lethal and lethal weapons with a corresponding increase in serious injuries. There is no evidence that banning VNR has saved a single life. From a report released last week, Department of Veterans Affairs, Office of Inspector General, found the department improperly awarded $10.8 million in critical skills incentives (CSIs) to more than 180 executives. The U.S. Department of Veterans Affairs announced last September that it paid out $9.7 million in bonuses to 170 career executives at VA’s Central Office. “[This incident] has revealed a consistent disregard for statutory requirements and VA policies, resulting in the unjustified distribution of bonuses to executives. This blatant misuse of taxpayer funds is not just a breach of public trust but also a disservice to the courageous men and women who have selflessly served our nation.” House Veterans’ Affairs Committee Chairman Mike Bost, R-Ill., expressed concern that the awarding of the bonuses to ineligible employees appeared to be “a calculated effort by senior VA leadership”... Step 1 is obviously rescinding the unqualified bonuses. Step 2 is accountability and repercussions for unjustified actions. This is more than an honest mistake. This is more than just losing your job; this a crime, a felony. What to expect from the illicit massage parlor market after HB 197 becomes effective in July ( perhaps the criminals already have started the process now. I have seen many operators already own multiple massage parlor licenses). 🚩 Brokerage businesses for massage license rental, license mills, etc will begin to prosper. 🚩 Survivors will be recruited to operate massage parlors or coerced into operate parlors under debt bondage. 🚩 Some survivors identification papers will be used for security deposits in exchange of private loan from their traffickers. Officer-Involved Shooting and Critical Incident Seminar, taught by Jonathyn Priest, is a course of instruction designed for the experienced investigator to gain the skills and knowledge necessary to conduct unbiased investigations of officer-involved shootings and critical incidents. Although there are several methods utilized by law enforcement nationally, the investigation into Officer Involved Shootings and Critical Incidents often occurs as a Homicide Only model, Homicide – Internal Affairs model, or the Critical Incident Team or Task Force model. Due to obvious accusations of bias that can be leveled against the agency favoring their officers, an independent analysis will best overcome these accusations of bias. If you belong to the American Sniper Association you should have already received the August 2024 issue of the Snipercraft newsletter. However, If you're a police sniper and not a member you've missed out on an editorial by Derrick Bartlett addressing the "wishy-washy sniper instructors (my description). An article from Olyn Sexton addressing how the importance of sniper training is overlooked. An article from me on one of the stupider ideas to infect sniping, the whole "dope is an acronym" nonsense. Then, there's a terrific article by Brian Anderson on 'Getting Creative' that does more than pay lip service to the subject (he includes making moving targets!). There's an important article from Brian K. Sain on the American Sniper Association's SPOTTER Program. Finally, there's another article by Olyn Sexton this time on the 'Disconnect Between Reality and Perception in LE Sniper Training' that ties in the ASA Sniper Utilization Survey Data with Useful Training Goals. Police One puts out an article every year called "What Cops Want". They surveyed 2,833 active-duty police officers. What concerned me was what is revealed in the "Least satisfying about working in law enforcement" graph. Number two, only to the public's negative perception, was what they labeled as "poor agency leadership". The conclusion asserts that most police officers feel their "leadership is out of touch and does not listen to their troops". If you are in law enforcement for any length of time, you will experience this at some point in your career. When I was in an administrative position, I understood the value of 360-degree evaluations. This means that you evaluate your troops, and your troops also have the opportunity to evaluate your leadership. If law enforcement is all about accountability, why aren't we implementing 360-degree evaluations? Some may argue that the troops who are held accountable may retaliate by giving supervisors poor leadership reviews. I believe if you are intentional about the character of people you are bringing into your agency, managing out toxicity, and investing in your people, you should have nothing to fear from your employee's feedback. In the past, this formula has served me well. Leaders should be held accountable to their employees. If we are not evaluated by those we lead, how do we know our leadership is effective? Another consideration is, that if leaders are left without appropriate feedback, there is a good chance some leaders will develop a god complex and become tyrannical. This is the primary driving force to avoidable attrition in law enforcement agencies. The same activists that demanded to defund the police and limit law enforcement search warrants on high-risk calls are now demanding law enforcement should have done more. So which is it? Should we have the police to protect our communities or should we abolish them? Or is race the only factor in determining when and if law enforcement should intervene. This is disgraceful and root of this cities problem. It’s time that litigation should commence on those who lie and defame others for their own financial gain. If you asked me if my first Editor’s Opinion was finished on time and nearly ready to publish three months ago like it should have been…the answer involves the word “squirrel” and some fast sprinting away from you. I didn’t know where to start with this piece. Now more than ever in the fire service we’re facing so many issues compared to the start of my career. Our families see a sanitized version of our firehouse life, our finances could use a boost but working overtime is exhausting, we’ve missed a million milestones with our kids, our health is on edge - you get the picture. So many pieces of our lives are constantly being kicked as firefighters. When it adds up, it adds up. Is it any wonder that we’re tired? Well, Here’s to a new generation of the fire service where we start to arm ourselves with answers and solutions for our daily lives through research and science. Here’s to the rebels who won’t stand by and watch their department give way to organizational chaos and betrayal. Here’s to those pushing and shoving for better health for their fellow firefighters, to those willing to take their mental pain and teach others how to carry their own more efficiently. Here’s to every firefighter being able to find a story or science that can help them live their healthiest life on and off the fireground. We spend more sunrises than we can count in a firehouse. Let’s gather together and make sure we can create an industry that allows us to enjoy just as many sunrises outside of the firehouse long after we’ve run the last call. The first one is in the books. Here’s to all of us together creating a lasting resource that lets us one day read someone else’s first Ed Op on here.
