    Iuspa-Abbott won best report in a daily newspaper under 250,000 circulation for a story on the Genting Group's effort to build a large casino resort in downtown Miami. Genting said the project would add millions of dollars in property taxes to the city's coffers. Iuspa-Abbott's report showed 95 percent of the tax revenue would go to the development district in which the casino project would be located, leaving the city and its taxpayers on the hook for the public services required by the proposed 10 million-square-foot venue.
    "In spite of Miami's expectations of a taxpayer windfall from a casino, the reporter's digging showed that in fact the city would have a considerable payout for civic services," the NAREE judges said. "The article led to a push by the city to get more tax money from developers to pay their fair share."
