V2G law could grow California BESS - Battery Energy Storage System capacity 119 GWh in 2027: ClearView Energy. The new law gives the California Energy Commission more discretion to mandate bidirectional EV charging capabilities than a stricter version that failed last year, the independent research firm said. The California Energy Commission may require “any weight class” of battery-electric vehicles to have vehicle-to-grid, or V2G, charging capabilities under a bill passed Aug. 31 by the California Senate. The bill would give CEC broad authority to determine the scope, timing and technical aspects of the bidirectional charging mandate and could in theory render California’s EV fleet capable of “providing the equivalent of several hours of the state’s daily energy demand,” ClearView Energy Partners said in a Sept. 3 research note. Gov. Gavin Newsom, D, is expected to sign the measure this month, ClearView said. The bill represents a “less-prescriptive alternative” to a similar bill passed last year by the California Senate that would have required all EVs sold in California to have bidirectional charging capabilities by the 2030 model year, ClearView said. Still, S.B. 59’s impacts could be significant for California’s utilities and grid. Should CEC mandate bidirectional charging in light-duty vehicles beginning in 2027, the roughly 2 million EVs expected to be sold in California that year could in theory add 119 GWh of power to the grid — 3.6 times more than the 33 GWh of battery duration on the state’s grid today and about 4.4 hours of average 2023 electricity demand. On Thursday, U.S. Department of the Treasury and the Internal Revenue Service issued additional guidance on the Inflation Reduction Act’s domestic content bonus. The updated guidance greatly simplifies the calculations to determine whether solar, onshore wind and battery projects have enough domestic content to qualify for a 10% bonus tax credit. Instead of sourcing and substantiating the domestic constituents of a given manufactured product supply chain, the developer can instead elect a safe harbor and qualify for the bonus based upon the IRS default figures. Project Spotlight: New Energy Equity – NY5 In collaboration with our partner New Energy Equity (an ALLETE company), NT Solar has provided tax equity financing for $25.6 million in solar investment tax credits. This project includes five ground-mount solar installations across various towns in New York State. This 26.7-megawatt (MW) portfolio is estimated to generate 40 gigawatt-hours (GWh) of renewable energy annually. In all seriousness, Order No. 1920 has four major take-aways: (1) transmission planning on a 20 year horizon with multiple scenarios; (2) increased transparency and stakeholder involvement in local transmission planning process, plus "right-sizing" of local projects; (3) consideration of unbuilt, recurring Network Upgrades in regional transmission planning; and (4) consideration of advanced transmission technologies.

Battery-material maker NOVONIX, electric vehicle charger manufacturer Wallbox Chargers and rare earth producer MP Materials Corp. were among about 35 recipients of clean energy tax credits totaling nearly $2 billion that were announced Friday by the Biden administration. The credits announced by the U.S. Department of Energy (DOE) are part of a program for clean energy manufacturers that received $10 billion through President Joe Biden’s signature climate law, the Inflation Reduction Act. They provide investment tax credits of as much as 30% for technologies that accelerate clean energy manufacturing and reduce greenhouse gas emissions at industrial facilities. A subsidiary of Novonix received $103 million to equip a recently purchased Chattanooga, Tenn., facility to produce synthetic graphite anode material used in lithium-ion batteries. Wallbox received $5.2 million to expand its flagship factory in Arlington, Texas, and MP Materials got $58.5 million to help build a rare-earth magnet factory in Fort Worth, Texas. Danish electrolyzer manufacturer Topsoe received $136 million for use in the construction of a $400 million plant in Chesterfield, Virginia, and American Battery Technology Company received $19.5 million for a facility to recycle lithium-ion batteries in Sparks, Nevada. Energy Secretary Jennifer Granholm will announce the awards with North Carolina Governor Roy Cooper at a Siemens Energy facility in Raleigh, North Carolina. The company is expanding a plant in Charlotte, North Carolina, to make large power transformers and received $18 million. “This factory will help lead in the modernization and expansion of our electrical grid,” Rich Voorberg, president of Siemens Energy in North America, said in a statement. #siemensenergy

An interesting example of an energy storage PPA, enabling project finance debt on battery projects: "The £538m battery fund said the 12-year resource adequacy (RA) contract would provide revenues from next summer and could operate alongside other revenue streams from wholesale trading and ancillary services. The contract with J Aron & Company, a commodities trader owned by a Goldman Sachs subsidiary, will see Big Rock provide a minimum duration of four hours, or 100MW, of RA deliverability to enable power companies to prove their generation capacity can cover peak demand plus a reserve margin.
