As usual, a great read. The variance in non-auto sales and use tax revenues versus estimates is, indeed, difficult to explain. The vast sales tax holiday Ohioans enjoyed this year has made the monthly estimation for September difficult for the pros doing the bean-counting.

The City has recently adopted a new City Strategic Plan. The plan is a roadmap for progress that will guide decision-making and resource allocation to achieve the City’s vision. The strategic plan was developed over the course of the past several months with input from community members, business leaders, City of Waukesha Common Council, City leadership and City employees. The new plan focuses on four key strategic priorities: • Financial Sustainability • Service in Excellence • People-Centered Development • Engaged Community Each of these priorities has specific goals and objectives for implementation, as well as metrics for measuring progress. We look forward to implementing this strategic plan over the next five years and will regularly report on the progress on these initiatives. Pictured below are Whitfield County staff participating in the latest SheLeadsGov virtual forum entitled, "Resilient Leadership: Powering Through in Local Government". The forum featured two female senior managers from both municipal and county government sharing personal and professional challenges in what is becoming an increasingly difficult occupation - local government management. Those difficulties rise at least in part from political toxicity once confined to the Federal government but now pervasive at all levels, including even our public schools. That may be hard to quantify but what can be measured is steadily shorter tenures of city/county managers in America. Regardless, the organizational culture of Whitfield County government is to never give up even when faced with the most intractable of problems. And that pursuit of success requires we make full use of our most important resource - people. That means inclusivity and allowing everyone - regardless of gender, race, religion, age, sexual orientation - a seat at the table and opportunity to contribute and lead. After all, in this crazy world we need all the help we can get.

How can governments successfully engage communities for neighborhood project ideas? In #Detroit, city, state and federal officials are asking residents for input on a list of “environmentally beneficial projects” that government agencies can use to pursue grant funding.

The Indiana Capital Chronicle reports on the new #OutOfReach report from Prosperity Indiana and National Low Income Housing Coalition: The housing affordability gap for Indiana’s minimum wage workers grew according to the latest “Out of Reach” report, finding that those Hoosiers would need to work 122 hours per week to afford a Fair Market Rate two-bedroom apartment. “The new Out of Reach 2024 report finds that Indiana’s 2024 Housing Wage of $22.07 needed to afford a two-bedroom rental unit is an increase of $3.07 per hour above the 2023 Housing Wage. However, the average Hoosier renter’s wage of $17.92 per hour in 2024 increased by only $0.06 over the past year,” said Aspen Clemons, Executive Director at Prosperity Indiana. “To address Indiana’s growing housing affordability crisis, state and local policymakers must bridge the growing gap between rents and incomes by using all available policy tools.” In order to afford that unit, valued at the Fair Market Rate of $1,148, a full-time Hoosier working only 40 hours a week would need a “Housing Wage” of $22.07 — far above the state’s minimum wage of $7.25 and above the average renter’s wage. The findings, from an annual report jointly published by the National Low Income Housing Coalition and Prosperity Indiana, included data on all 50 states and concluded that Indiana had dropped from 43 to 34 in terms of affordability between 2021 and 2024... “For the first time in recent history, less than a third of Indiana’s Top 20 largest occupations pay wages sufficient to meet the state’s Housing Wage,” said Andrew Bradley, the Senior Director of Policy and Strategy at Prosperity Indiana. “Only a quarter of Hoosiers working in the state’s most popular occupations earn enough on average to afford rent. This is not helping Hoosiers get ahead. With the cost of housing increasingly out of reach for Indiana families, we need coordinated efforts by our federal, state, and local policymakers to raise wages and increase the supply of safe, stable, and affordable housing for all Hoosiers.” A potential solution could be federal intervention and the report explicitly names bills authored by Indiana Office of U.S. Senator Todd Young to expand housing choice vouchers. Young has identified housing affordability as one of his priorities, authoring bills to incentivize investments in distressed neighborhoods nationwide and cutting “burdensome” local regulations. In particular, advocates highlighted the “Family Stability and Opportunity Vouchers Act” introduced last year to create 250,000 new housing vouchers for low-income families with young children. Another, the “Eviction Crisis Act,” would build upon Indiana’s Emergency Rental Assistance program to create a “permanent stabilization fund for renters facing temporary financial setbacks,” according to the release. https://lnkd.in/gK-iivAV

A big shoutout to the City of Marquette, MI #PlanningCommission and #CityCommission for taking some big steps toward removing barriers for more #housing, #childcare and new #energy options in the city. Under amendments to the Land Development Code adopted on Monday night: - Duplexes will now be permitted uses in all residential districts - Triplexes and quads have been added as specific housing types and will be permitted in nearly all residential districts (SLU in the low density residential district) - Light manufacturing has been split into low impact and medium impact, allowing more flexibility for adding new manufacturing capacity in the city - Wind and solar energy systems have been moved and expanded to add clarity (allowable uses in all districts, some SLU and some permitted) Ensuring codes remain relevant and adaptive is a heavy lift but the City has shown an unwavering dedication to continuing to review and update the Land Development Code on a regular basis. The Civic Federation today released its analysis of the State of Illinois' proposed FY2025 budget. The Federation supports the State’s prudent financial decisions in recent years, including paying off outstanding debt, building up reserves in its Budget Stabilization Fund, increasing contributions to its Pension Stabilization Fund and getting on a normal bill payment schedule. Building off that success, the proposed FY2025 budget demonstrates the State’s commitment to working toward solutions to reach 100% funding of its pension funds while also continuing to reevaluate its Tier 2 pension plans to ensure they meet Federal safe harbor rules. The Civic Federation also supports some of the State’s long-term investments as outlined in the proposed budget, including an increase to the Evidence-Based Funding (EBF) formula for P-12 education. However, the Federation recommends the State exercise caution in spending in FY2025 as its revenue growth is slowing and advises the State to look toward developing a plan for a modernized, sustainable tax structure to meet its long-term needs. Stakeholders such as Habitat for Humanity International, Goodwill Industries International, Networks Northwest, and Northwest Michigan Community Action Agency hoped this collaboration would address barriers to affordable housing options. A new organization was needed. This independent nonprofit would be very focused on addressing the systemic problems with zoning laws, development financing, and public-private partnerships. Apply for Grant The Detroit Legacy Business Fund is piloting a program to support small businesses that meet its "legacy business" criteria. Grants are provided either as reimbursements or pre-payments for eligible projects. Each of Detroit’s seven council districts will receive two grants, plus two at-large grants citywide (16 total). Applications will be scored out of 100 points based on: Legacy Business Track Record (20 points) Social & Cultural Impact (40 points) Product & Service Retention (20 points) Project Description & Grant Use (20 points) In each district, four finalists will be selected for two grant awards, based on their score, eligibility, and documents. A separate application process will select four citywide finalists for two at-large grants. Final recipients will be chosen after site visits.

Our ExperienceMakers® found themselves at CNU 32.Cincinnati, held by The Congress for the New Urbanism, last week! The annual event is the premier venue for spearheading the conversations that inform the design and shape of our communities and spotlights a different revitalized city each year. This time, our HQ City took center stage as over 1,500 New Urbanists gathered together to engage and celebrate urbanism in the Midwest. With Newport on the Levee located just across the Ohio River, NAPA's Development Manager Brandon Quillen participated in an insightful breakout session titled “Restoring Urbanism on The Levee,” highlighting how we redeveloped the formerly inward-facing destination to better interact with the City of Newport. Major retrofit initiatives cited include: ➡️ Enhanced the property's connectivity to the surrounding streets and sidewalks by improving entry/exit points, making it more accessible to pedestrians and cars alike. ➡️ Created additional gathering space and opened up riverfront views by reducing GLA, ultimately leading to increased foot traffic. ➡️ Upgraded existing common areas to improve the public realm experience, resulting in longer dwell times and higher tenant sales. ➡ Refreshed building facades with new paint and rebranded design elements to create a more welcoming, contemporary environment – contributing to the visual identity/public perception shift. ➡️ Revamped the merchandising mix to align with ever-changing consumer demands, leading to 31 new tenant openings from 2021 to 2024, 29 of which are locally owned. ➡️ Activated The Gallery (main hub) and Riverwalk by strategically adding experiential tenants and dining destinations. ➡️ Elevated the property's reputation through event programming, PR, social media, and community partnerships. Each step played a vital role in molding Newport's Living Room into the place it is today, a destination where people choose to spend their leisure time and celebrate monumental milestones.
