Resource Adequacy (RA) agreements, such as this, are vital mechanisms within the CAISO market, allowing resources to commit their capacity to meet demand requirements, bolstering reliability without reliance on centralized Capacity Market (CM) auctions. Arizona's landscape is witnessing a surge in grid-scale BESS initiatives, driven by long-term Power Purchase Agreements (PPAs), tolling agreements, and RA commitments. Notably, Plus Power secured tax equity for a 360MWh project in May, followed by Longroad Energy's commencement of an 855MWh system in March. With CA lawmakers stifling community solar development (again), the push for C&I and Utility-Scale BESS/Solar is even more important while we push for a greener tomorrow. I understand the standpoint that many of the decade-old community projects aren't attractive for new investors/financers, but the NVBT was supposed to lower the costs associated with these projects. Is there some other angle the CPUC is coming from with the pushback? In California, one of the largest Community Choice Aggregators (#CCA) is MCE which provides retail electricity to nearly 1.5 million residential and business customers in the Bay Area. Despite the support from diverse stakeholders, the California Public Utilities Commission (CPUC) is considering a proposal that would limit these benefits for renters and low-income communities. The Utility Reform Network urges CPUC to reconsider. Community solar enables customers to benefit from centralized solar farms, receiving economic credits on their utility bills without installing panels themselves. This is crucial for renters and low-income households often excluded from solar benefits. California’s Assembly Bill 2316 supports a fair approach, ensuring at least 51% of benefits go to low-income customers.
