The Economic Development Commission (EDC) has announced that a local consortium of public, private, and non-profit organizations in Mesa County will receive up to $625,000 through the Colorado Office of Economic Development and International Trade's Technology Development Hub Program. ⬇ The Resilient & Adaptive Cyber Protection of Industrial Control Devices & Systems (RAPIDS) Consortium is comprised of representatives from Mesa County, CO, Colorado Mesa University, Grand Junction Economic Partnership, GroupSense, and the Colorado River District. The RAPIDS project will focus on protecting critical infrastructure, particularly the Colorado River, through cybersecurity measures, development of college-level curriculum to support industry workforce development, enabling secure and efficient management of water resources, and provide a service economy to roughly 300 municipal water districts along the Colorado River. On Friday, January 12, 2024, Governor's Office of Planning and Research (OPR) in partnership with Climate Resolve, hosted the Climate Resilience Nexus 2024 (CRN 2024). This impactful event brought together over 200 dedicated individuals at California Air Resources Board Southern California Headquarters in Riverside, CA, and The Cheech Marin Center for Chicano Art & Culture at the Riverside Art Museum. I am excited to share the CRN 2024 Event Report which highlights the symposium's key activities and discussions. This report is developed based on the event outcome and follow up interviews with stakeholders. Here are some key takeaways: Resilience Priorities Interconnected Social Challenges Disadvantaged communities face multiple challenges, from affordable housing to job scarcity and inadequate education. These pressing needs often take precedence over environmental stewardship and climate preparedness. Disparities in Disaster Relief Participants involved in wildfire and flood disaster relief noted disparities in accessing relief funds, especially for events not meeting federal disaster relief thresholds. State funds, often disseminated by capacity-constrained non-profits, also present challenges. Information Gaps Understanding and utilizing climate vulnerability and risk information remains a challenge. Practical guidance and tools for communities and their trusted messengers are needed, particularly in capacity-constrained areas. Leadership and Workforce Gaps There's a significant opportunity to cultivate environmental leadership in underserved communities. Developing climate leaders at various career stages can enhance community resilience across the state. The event was a testament to our collective commitment towards climate resilience. [Part 1/4] This week I, and the rest of the County of Ventura Sustainability Division, attended the California Climate & Energy Collaborative forum in Palms Springs. 🌴 The first day started with the State/Local Energy & Climate Coordination meeting where local and state government leaders convene to coordinate across state and local lines on environmental and energy related issues. Through this meeting, state and local leaders got to: 1️⃣ Hear about the draft 2024 California Climate Adaptation Strategy: This plan will outline the state’s strategies and goals on climate for the next 3 years, providing state leaders the priorities on how to spend future state funding. When evaluating property to develop in places like Malibu, only 3 things matter for your feasibility: 1. Water availability 2. Geologic/landslide conditions 3. Soil percolation for septic If you have a major problem with any 1 of these things, then the property will very likely sit vacant forever. Maintaining electric reliability — keeping the lights on 24/7 and being prepared to handle numerous contingencies — is a complex task and responsibility that California’s publicly owned electric utilities (POUs) take seriously. Through it all, POUs also are leading the way in decarbonizing the state's electric grid amid a rapidly changing climate, as this post explains in some detail. It's an impressive feat that should not go unnoticed!

[Part 3/4] This week I, and the rest of the County of Ventura Sustainability Division, attended the California Climate & Energy Collaborative forum in Palms Springs. 🌴 One of many things I like about the forum is the importance it places on where the conference is held. Palm Springs is located in the Coachella Valley and, depending on a case-by-case, considered part of the Inland Empire. It’s surrounding area is home to many California tribal lands like the Morongo Band of Mission Indians and Agua Caliente Band of Cahuilla Indians. 50 mikes away from the city is one of the world’s largest inland seas-the Salton Sea The conference included an opening remark by the mayor of Palm Springs where we heard about the city’s sustainability efforts to address energy resilience and extreme heat. The next day featured a morning plenary featuring leaders in the Inland Empire such as Juliann Emmons Allison from University of California, Riverside, Casey Dailey, MPA from Western Riverside Council of Governments (WRCOG), Silvia Paz from Alianza Coachella Valley, and Karen Woodward from Morongo Band of Mission Indians. Two key lessons stood out to me. 1️⃣ There is power in our purchasing and investments Juliann mentioned the importance of where money and investments are going to. Divestment from organizations and utilities that have high emissions and still use non renewable resources, such as coal, will push them towards greener alternatives. 2️⃣ All eyes on the Salton Sea The Salton Sea has been getting a lot of attention because of its large lithium reserve. A recent analysis from the DOE calculated that there is enough lithium to support over 375 million batteries for electric vehicles (EV)—more than the total number of vehicles currently on U.S. roads. That much lithium can bring in a lot of business and organizations like Alianza Coachella Valley are making sure that the local community benefits from this. The group has had several round tables with state leaders to talk about what the future of the Coachella Valley will look like as they become the “Lithium Valley.” #CCEC2024 #CountyofVentura #energy #sustainability

While we're talking about the importance of infrastructure investment, let's also remember the importance of flood protection infrastructure to keep our communities safe from the effects of catastrophic flooding. The Central Valley Flood Protection Plan (https://lnkd.in/g47-sxCS) in 2022 estimated a needed capital investment of at least $18 billion between 2022 and 2052 for flood protection infrastructure in California's flood-vulnerable Central Valley.

Great discussion with Casey Dailey, MPA , Marc Costa and Jessica Sutorus on the real drivers of ratepayer affordability. Among other things, energy effeciency/demand management is key to controlling costs, and it’s essential for government partnership to fund programs like the California Energy Commission Distributed Electricity Backup Assets program so communities can invest in local, clean and dispatchable resources while being sensitive to ratepayers cost pressures. The City of Sacramento Office of Innovation and Economic Development is now accepting grant applications to fund organizations that help start-up businesses and entrepreneurs in Sacramento. The "Innovation Incubator and Accelerator Grants" are aimed at supporting early-stage businesses located in the city, with a goal of fostering innovation and stimulating economic development.
