I'm keeping an open mind about the potential for AI to impact CBRN threats and generally encourage efforts to measure these issues in order to ground the conversation and minimize often-fantastical dooms-day scenarios. That said, evidence that AI is meaningfully changing current CBRN threat levels is lacking and probably overstated. Beyond this report, DHS must consider how to best prioritize its limited AI bandwidth. With a fixed budget, any excess money spent on mitigating or analyzing these hypotheticals nessesarily comes at the expense of other, evidence-backed priorities. Rather than over-invest in AI-CBRN issues, DHS should spend on the following: 1. Cybersecurity and other evidence-based challenges: while early days, there is indeed evidence that AI has changed the cyber game. In the past year spear phishing increase 1,200%, machine translation improved the quality of social engineering attacks, and state backed actors have used LLMs to generate operational malware. While not quite a crisis, this is a meaningful change that could portend a real challenge if capabilities continue to improve. Rather than chase CBRN 'what ifs,' resources should focus on this very real, evidence-backed challenge. 2. Preparing for the unknown: Its still early days, the tech is changing rapidly, and its uncertain what challenges will be the core AI issues of the coming years. Rather than overinvest resources on CBRN threats, DHS should invest in the agility and capacity needed to quickly identify and react to a range of unexpected, emergent challenges. The first step is state capcaity, DHS should focus on upskilling and hiring to build a work force that not only understands AI, but AI's intersection in a broad diversity of domains. Second is regulatory flexibility, DHS should actively analyze its rules to ensure it can act with minimal bureaucratic delay if we see a black swan AI development. Third is vigilance, DHS should foster the infrastructure, such as Information Sharing and Analysis Centers, needed to quickly identify unexpected changes in the threat environment. It is indeed worthwhile for the Countering Weapons of Mass Destruction office to analyze how AI could impact their work. Without evidence, however, this shouldn't become a preoccupation. As the DHS proceeds it should focus limited bandwidth on proven challenges and for all else, build the threat-agnostic capacity needed to act with agility.

Anthropic: Expanding access to Claude for government Anthropic aims to build reliable and interpretable AI systems, with applications spanning coding, customer service, and medical research. Their AI models, Claude 3 Haiku and Claude 3 Sonnet, are now available on AWS Marketplace and AWS GovCloud for the US Intelligence Community and government agencies. Claude's potential uses for government include enhancing citizen services, streamlining document processes, data-driven policymaking, and realistic training scenarios. Future applications might involve disaster response, public health, and sustainable energy management. To meet government needs, Anthropic has tailored its service agreements and made contractual exceptions to enable beneficial uses while maintaining strict usage policies. Committed to responsible AI deployment, Anthropic collaborates with governments to develop effective AI testing and safety regimes, ensuring AI serves the public interest and mitigates risks. PUBLIC DATA RELEASE: New public opinion polling data as part of the Black Voter Project (BVP) survey series (in collaboration with Black Insights Research). The poll, administered by YouGov, is a nationally representative sample (N=2,004; MOE +/-2.7%) of Black Americans gauging public opinion across a wide range of political candidates and policy issues. Unlike most mainstream surveys, this poll provides solid, generalizable data about the Black community that Beltway pollsters rarely take the time to collect. Some professional news: I just started at the Director of the DHS AI Corps, an initiative to bring 50 AI Experts to the Department of Homeland Security in the "Digital Service" model. https://lnkd.in/ekDSw9iA Having worked on AI policy and the recent executive order, my colleagues know that I was often a voice advocating for the criticality of implementation to accompany strong policy. That is why I was so honored to be offered to lead the largest AI team (that I'm aware of) created in response to the National AI Talent Surge launched by that EO. I'm thrilled that we are taking a "digital service" approach modeled on the U.S. Digital Service and related teams, and I am appreciative of many folks for their vision here...to name just a few: Eric Hysen David Larrimore Chris Kraft Anil Dewan Tali Keren. And I'm grateful to many many others for making this a reality in ways large and small. The Department of Homeland Security is by most accounts the largest federal civilian agency, the largest federal law enforcement agency, and the federal agency with most daily interactions with the public. As a former refugee officer who used to travel all over the world to determine which refugees can receive protection in the United States, I am keenly aware of the life-and-death importance of that mission. So in this new technological era, if you believe as I do, that we need to seize the opportunity of AI while ensuring it upholds the values that we believe in as a nation, I can't think of a more impactful opportunity. What gets measured gets done. Yet the vast majority of states can't answer basic questions about their #EarlyChildhoodEducation systems. Our team did a 50-state scan of ECE data systems that was cited in Education Commission of the States's new policy guide. Among the key takeaways from our report: ✅ Data integration across states is incomplete. Only 27 states and DC link some early childhood education data to K-12 data, with fewer than five states effectively linking child-level data across all ECE programs. ✅ Unified governance models and robust state-local partnerships support effective early childhood data collection. This leads to more effective, data-driven decision making. ✅ Firm state commitments are essential for success. Legislative mandates, dedicated funding, and exclusive staff are critical for developing and sustaining a strong, integrated ECE data system.
