A new E3 study looks at the impact of different clean energy accounting frameworks on systemwide or "consequential" carbon emissions under voluntary clean energy purchases. The study uses E3’s California RESOLVE capacity expansion model (https://lnkd.in/giG8wYN9) to dynamically evaluate changes in system dispatch and investments over time under both annual and hourly matching approaches. We find that annual and hourly matching approaches result in similar impacts on long-run, consequential carbon emissions except under a relatively narrow set of circumstances. We also find that hourly matching will be much more difficult and costly to achieve in real life than in a capacity model context, and will expose participating customers to significant market risk due to the overprocurement that is required to match hourly demand during the most challenging hours. Finally, we conclude that long-term power purchase agreements (PPAs) will continue to be needed to finance capital-intensive clean energy projects, underscoring the important role of demand for PPAs from both the compliance and voluntary markets in facilitating clean energy development. Exciting new report by my ACEEE teammates Emily Garfunkel and Mike Waite identifying building performance standards (BPS) as a ready opportunity for utility code programs. BPS could have enormous impact given that they apply to existing buildings, which are responsible for a much greater share of energy consumption than new buildings (the main focus of code programs). Utilities can already get credit for advancing or implementing codes in 14 states plus DC. Ten of those states are now in the process or have adopted BPS. Utilities can help with adoption or implementation, but as the paper points out, states must set up a way for utilities to get credit for BPS so they can participate and help transform existing buildings!

Many federal agencies are embracing #cleanenergy solutions not only as a way to reduce their carbon footprint, but also as an important tool for withstanding our changing climate. August is #DisasterResilienceMonth, and we're highlighting case studies of agencies that are implementing key #resilience measures. Today we're featuring the US Navy's Naval Construction Battalion Center (NCBC) in Gulfport, Mississippi. This center partnered with Mississippi Power to integrate a 15-acre #solar array with #battery storage and backup generation using an innovative microgrid to ensure mission readiness while increasing renewable energy generation on the grid in the utility's service area. This resilience effort will allow the base to more effectively deploy disaster recovery activities in the event of a grid outage. A Washington state law aimed at cutting carbon emissions and funding climate programs may face repeal this fall, just two years after its launch. The Climate Commitment Act targets emissions reduction and requires businesses producing at least 25,000 metric tons of carbon dioxide (or equivalent greenhouse gases) to purchase “allowances” for their emissions.
