Using data from UA's Resilient Scholars Portal, Dr. G. Lawrence Farmer and I analyzed how schools organized SEL inputs through a RTI lens and by SEL indicator and domain. Government Contracting #govcon seems to be a labyrinth 😕to many outsiders and newer folks coming into the space. I once created an Access database🧮 at a previous employer many years ago to highlight the importance of good data management and common unique identifiers... As the company tended to have some byzantine processes and nomenclature that I was trying to flesh out and focus 🔍on measuring the things that matter. So I've seen quite a bit of diverse contracts from over $100M 💰annual jobs to ones under $100K. I believe the process is essentially the same to ensure a smooth transition from pre-award to 🥇post-award. It starts with being able to accurately code 🔣your contract into your system of record. Do your #proposal 📚and #pricing 💵documents match the contract award 📝documents? Check that before you 🖋sign! Had an experience recently where there was some ambiguity 😵with a contract modification document in what it was doing as it relates to the changes we proposed. Some contracts get complex when you get to a dozen mods or so with many CLINs, SLINs, and 🗜ARCNs... IYKYK We both had differing interpretations🗣 as we worked through the document. There was a 💪🏼challenge with all the moving parts and new CLINs added and old ones removed and it turns out that we both had the same initial confusion that it wasn't done correctly... However, when we dug ⛏deeper into the changes in Section B (contract values) and Section G (funding values) we determined that this customer was doing It's important to have a uniform 🥋methodology on how you read and review your contract documents before you sign it and book the funding and contract values in your accounting system. Set your books up right the first time, or you'll pay💸 for it over-and-over again each month. And get the right people 🤼 and departments involved! Make it a great week 👊🏼

Reviving the Spirit of the OSS for a New Era Robert Greenway's recent report advocating for consolidating strategic assets within the DoD resonates deeply. As someone who's been championing and has attempted this type of organizational restructuring on a smaller scale, I wholeheartedly agree. The strategic landscape has shifted dramatically. We need a more agile and integrated approach to effectively counter the rise of the Axis of Upheaval (China, Russia, Iran, DPRK) and manage an increasingly complex global threat environment. Consolidating special operations, strategic influence, and sensitive activities under a unified command structure reminiscent of the WWII-era OSS offers a compelling solution. Central to this effort is a renewed focus on the cognitive domain. Wild Bill Donovan, the visionary leader of the OSS, wisely asserted that psychological considerations are as important in devising wartime strategy as any other factor considered in planning a military campaign. Deterrence in the 21st century requires both military might and a sophisticated understanding of how to shape perceptions and influence decision-making. This isn't about warmongering; it's about deterrence and adaptability. By streamlining our capabilities, we can buy precious time to rebuild our conventional forces and strategic deterrents, ultimately making large-scale conflict less likely. It's time to move beyond fragmented organizations and embrace a more cohesive strategy. I think a lot about government. I think about the services we receive and how they could be made better. I think about the existing structures that support or hinder the delivery of those services and how they could be made better, too. And I think about the public leaders and managers who make it all work. Today, I'm excited to relaunch my blog, Notes from a GovStrategist, where I plan to share many of those thoughts weekly. Skill gaps in Federal acquisition aren't only an agency issue but an industry issue. There are many reasons and ways to mitigate and overcome gaps with strategic thinking and planning. I'm a huge proponent of skill gap analyses and have created several in my day that informed workload distribution strategies, surge and emergency response, created a focused training plan and framework of core skills, and helped prepare staff for their roles as future acquisition leaders. 🔽 See DoD's input request below 🔽 Time for some of those great ideas batted around on LinkedIn to reach the right people in DoD, particularly how to reach small businesses and non-traditional defense contractors and bring them into the fold early in the design, development, and testing processes. The DoD needs DIB expansion. AI, like it or not, is the next big initiative for DoD and most Federal agencies. DoD needs help to make it happen and leveraging AI is going to be an avenue to get it done.

The U.S. Army’s upcoming Marketplace for the Acquisition of Professional Services (MAPS) contract is one of the biggest opportunities for government contractors in IT and professional services. The Army has started its market research phase, and with the release of a Sources Sought notice this week, we’re getting our first look at what MAPS will offer. Also, there was clearly a ton of excitement in the industry at the beginning, which rapidly declined after seeing how much work was involved, while not getting selected. The GOV truly needs an Amazon style marketplace of capability, we can search through and select the right capability to meet the need, then click "Buy Now".

Reminder this is coming up! The stakes now are higher than ever… just last week India received their first shipment of Kamikazi drones, the tech is in the middle of worldwide proliferation. We must be prepared to defend critical infrastructure at home. Energy, Transportation, Ports, Rails, Federal Bureau of Prisons are all just a few of the areas where we need to be prepared for this emerging threat vector and this is the only event happening in just a few weeks to address it, in detail.
