Historically, regulatory challenges have prevented realizing the full value of interregional transmission. The ongoing feud between Connecticut utilities and their regulators has spilled over into the state’s efforts to implement performance-based regulation (PBR) for its electric utilities. PBR essentially covers to efforts to better align the profit incentives for utilities, which have regulated monopolies, with state policy goals. PBR mechanisms can be used to better-incentivize affordability, resilience, distributed energy deployment, and electrification. I spoke with a whole bunch of people about what the fight in Connecticut could mean for the state's clean energy transition, and whether it will influence PBR in other states. While the utilities are concerned that they will not be able to recover a reasonable rate of return on their investments in the new proposed framework, consumer and environmental advocates have argued that these concerns are overblown. Energy Efficiency = Cost Savings + Energy Savings It is common sense and an effective measure in improving grid reliability, reducing peak and expensive load, and moving towards sustainable solutions to the rising energy demand and costs. It will help to reduce need for peaker plants, when efficiently implemented along with solutions like demand response, DERs, GETs and economical storage solutions for renewables. Bipartisan passing of Ohio House Bill 79 today is a step in that direction. #energyeficiency #ohio

"Utilities have for decades “been using the same playbooks to build centralized generation and associated transmission and distribution to meet long-term demand needs. And it’s largely worked,” Shah said. “But with demand growth accelerating from data centers, new manufacturing, a surge of electric vehicles and electrified appliances ... an old grid operations paradigm needs to be updated.” After roughly two decades of stagnant electricity demand, the North American Electric Reliability Corp. now forecasts an approximately 15% to 20% increase in electricity consumption over the next decade, DOE noted in its brief. And by 2050, demand could double to meet net-zero emissions targets. Importantly, this demand growth is not unprecedented, according to Louise White, a senior consultant with the DOE’s Office of Technology Transitions and Loan Programs Office. We recently contributed to Tierra Climate's paper: Supercharging Battery Economics, Shrinking Emissions - along with WattTime.org, Grid Status, and MODOENERGY. The study provides a detailed assessment of the economic and environmental performance of the ERCOT fleet updated for the latest market changes in 2023. Layering on carbon contracts, Tierra Climate concludes energy storage assets could meaningfully reduce carbon emissions on the electricity grid. The Maryland Energy Administration has launched the Maryland Solar Access program, aimed at providing significant incentives for income-eligible Maryland households to install solar panels. Eligible households can receive up to $7,500 based on a $750-per-kilowatt incentive for direct current solar capacity. The program aligns closely with the recommendations from the 2023 Maryland Task Force to Study Solar Incentives and aims to help Marylanders reduce energy bills and carbon footprints. Grants will be reserved on a first-come, first-served basis, and solar systems owned by third parties will qualify. Additionally, the program replaces the Residential Clean Energy Rebate Program, and Maryland also promotes standardized solar permitting through the Solar Automated Permit Processing Plus (SolarAPP+). A July electricity auction that pushed wholesale power prices skyward in the mid-Atlantic has sparked a backlash from state governors, consumer advocates and environmentalists who are calling on an industry-run grid operator to enact sweeping reforms, including faster approvals of proposed wind and solar projects. Last month, governors in five states, including #Delaware Gov.
