AVS-01, the Alarm Validation Scoring Standard, was accredited by ANSI in early 2023 and most recently was fully deployed by Rapid Response Monitoring, which is the first third-party monitoring center to receive a UL-CAVS listing for AVS-01 following two years of preparation and four months of beta testing. "AVS-01 is the most significant thing in 20 years in the alarm industry,” Butkovich said. “It creates a framework for consistent communication on alarm signals for PSAPs and ECCs, and it supports all the evolving technologies and integration of new data that is coming into our industry. Secondly, it is intended to improve customer communications and outcomes…and improve police response priority.” Automated Secure Alarm Protocol (ASAP), launched in 2011 as a public-private partnership, is designed to increase the efficiency and reliability of emergency electronic signals from monitoring companies to PSAPs (Now referred to as ECCs). With ASAP, critical life safety signals and accurate information are processed in seconds, not minutes, through the Nlets system of state-to-state PSAP/ECC communication.

David Hyde was featured on The National Desk with Geoff Harris, broadcasted on over 120 local TV stations across the country. Hyde discussed the ongoing investigation into a major cyberattack targeting U.S. telecommunications giants AT&T, Verizon, and Lumen Technologies. This breach, believed to be orchestrated by Chinese state-sponsored hackers, may have granted access to critical systems used for court-approved electronic surveillance. Hyde highlighted the grave implications of this attack, stating that "the traffic these attackers would have been able to see would have strong correlation with activities of U.S. intelligence and law enforcement communities." All attacks, nation-state or not, have the potential to impact public sector services and the citizens who rely on them. Just recently on June 3, 2024, Synnovis, a provider to the UK National Health Service (NHS), suffered a cyber attack preventing the processing of blood test results and impacting thousands of patient appointments and surgeries. In 2017, the #WannaCry attack, which spread to 150 countries across the world, disrupted the UK NHS, limiting ambulance service, patient appointments, medical tests and results, and forcing the closure of various facilities. In 2021, JBS Foods, the largest US meat processor, was breached, forcing it to cease operations at 13 of its meat processing plants, impacting the US meat supply. One month prior, Colonial Pipeline Company was hit with a ransomware cyberattack, causing a run on gas in the eastern seaboard and requiring a presidential executive order to allow gas transport via semi-trucks. Today, the Biden-Harris Administration released the Roadmap to Enhancing Routing Security report.  NTIA is pleased to have been part of the interagency and stakeholder collaboration that led to these recommendations.  This report shows that we are realizing decades of work on network security, and that we are making real progress. Every network should secure their address space with Route Origin Authorizations (ROAs), and large networks should validate Border Gateway Protocol (BGP) routing announcements against (ROAs) and filter invalid announcements. We are grateful to the Internet community for their tremendous work in advancing routing security.
