The Intelligence enterprise is faced with a unique challenge in support of the US Army. We employ low density systems, we maintain them with low density military specialties, and we are expected to integrate cutting edge technology faster than our institutional training processes can keep pace. So how do we conduct relevant training quickly, effectively and affordably in the 21st century? We virtualize the training. Yesterday I asked the team to get a little uncomfortable and find a way to demonstrate this capability during our flagship intelligence experiment in September. I want our senior leaders to immerse themselves in a virtual world to see how a 35-series Soldier will interact with component-level parts without ever touching the system. 🚀 FY25 House Spending Bill Developments 🚀 The House Armed Services Committee has recently advanced its annual defense spending bill. The $833 billion budget is poised to enhance our air power significantly, add more F-35s to our fleet, provide further aid for Israel, and block a proposal to transfer Guard personnel to the Space Force. Key highlights include: ✈️ Increased investments in 5th and 6th-generation aircraft like the F-35 and Next-Generation Air Dominance. 💥 Prevention of the early retirement of three ships and retention of the U-2 and certain F-15s, rejecting the Biden Administration’s naval and air force divestment plans. 💰 A 4.5% pay raise for all military personnel; $2.5 billion allocated for an additional 15% pay increase for junior enlisted servicemembers. While these additions are noteworthy, the bill realigns $18 billion in funds requested in President Joe Biden’s budget proposal, resulting in cuts to: ❌ $916 million for Pentagon civilian jobs ❌ $621 million for climate change initiatives ❌ $53 million associated with diversity and inclusion training Additionally, the bill proposes cutting all funding for Ukraine 🇺🇦 and prohibiting paid leave and travel or related expenses for federal employees or their dependents to obtain abortion or abortion-related services. Transition tip for veterans: Creating trust and confidence that opens doors requires time and patience. Stepping out on new walks of life are part of that journey. Business owners build customers one at a time. Leaders build trust one interaction at a time. Companies make bets on leaders based on confidence in aligned values and proven ability to deliver what matters to the company. How many advocates did it take to achieve O-5 command? Command delivers transformative experience. So does leading a business unit. They’re not the same, although they share common elements. Leading people is not the same as managing finance - and managing a command budget definitely isn’t the same as managing a capital project or program. Common threads - different goals, challenges and values. Think of your network as a way to build like-minded advocates - One at a time. Bigger roles require larger trust networks. In business, trust generally equates to capital responsibility and head count. Earning that trust happens one project and one mentor at a time. My observation: Don’t worry about the title. Focus on the opportunity to learn and grow. And: don’t overlook the chance to bet on yourself by starting your own company. The ultimate leadership experience requires no resume. An alarming study published by the Defense Health Agency reveals that suicide was the leading cause of death among active-duty soldiers from 2014 to 2019, with 883 suicides compared to 96 combat deaths. https://lnkd.in/gw4UrAzH Close behind is the construction industry, now with the second-highest rate of suicide. Construction workers are 5x more likely to die by suicide than by an accident on the job. Tragically, the go-to solution in both cases is largely one of providing individual resources - and a failure to address root causes, which are more systemic in nature, such as: - Low levels of psychological safety, - Broad-based stigma associated with seeking help and talking about mental health issues,  - Unrelenting, high-pressure culture, and - Leaders who have not been trained on how to build cultures of compassion. It has been my honor to partner with The INGAA Foundation, Inc., an association comprised of 200 member companies in the natural gas and pipeline construction industry, in tackling these systemic issues. I’m reposting this via District Attorney Jeff Reisig. Background – a California mayor is giving a news interview which is interrupted. His security detail engages with the person and a struggle breaks out. I don’t do personal protection (though I have formally done executive protection training) but what immediately strikes me is the lack of unarmed skills of the security detail. Immediate observations: his hands weren't up, he was squared up as opposed to being bladed and once it went hands on, he had no grappling ability. He also had limited skills in creating or closing distance. Also, very poor verbal commands. I don’t like to criticize professionals publicly without knowing the background but a fit, athletic two or three stripe white belt in #BJJ would have shut this down pretty quickly. Six months to a year of training plus some boxing skills would have made a world of difference. This is not about having a gun, this is about going hands on. Our streets have become very dangerous. Women – you need to train; you are on your own - no one will come to save you. Men, you have a moral obligation to train, the world needs you. We don’t talk about this much but we are in a world where you have to be your own bodyguard. You are the executive protection detail for your family. Go train. #BJJ #boxing #executiveprotection

The 2024 Defense Acquisition Workforce Writing Awards recognize original ideas and innovative approaches to tackling challenges and implementing acquisition flexibilities. The award winners showcased exceptional skill in enabling acquisition and achieving the goals set out in the National Defense Strategy (NDS) and were awarded at the event. “I’ve never seen a defense strategy that had so many phrases that tell you we need to do things differently,” noted DAU President Jim Woolsey. “Organizations don’t change easily,” Woolsey remarked. However, the acquisition community must innovate and adapt to address new challenges arising from the evolving global environment, near-peer competitors and rapid technological advancements. DoD has received “massive wake up calls” with lessons learned from evolving conflicts. These awards highlight the value Congress places on the workforces’ innovative ideas. The winners received their awards and presented their publications to program management students and guests during a ceremony at DAU on June 12, 2024. SOCOM recognized a need for a comprehensive, secure, and user-friendly marketplace where SOCOM units can easily explore, select, purchase, and manage approved training from reputable vendors. Speed, convenience, and flexibility are the three core principles of this simplified procurement process. SOCOM requires an Amazon-like platform with automated procurement features that can be easily changed and adapted to meet evolving mission requirements. This single mission-enabled platform will allow users to acquire the necessary training needs of Joint Special Operations Command (JSOC), Theater Special Operations Commands (TSOCs), Special Missions Units (SMUs), and SOCOM service components. We leveraged a deep understanding of SOCOM’s distinct enterprise training requirements to conceptualize a unique SOCOM Training Marketplace design within Digital University. Our initial focus is to create a streamlined user interface and enhance the user experience for effortless navigation through the extensive pool of 100+ SOCOM-specific vendors. To capture SOCOM stakeholder needs, Omni is applying our commercially proven Human-Centered Design process adapted to meet the mission and security needs of DoD agencies. Our scope of work includes integrating an easy-to-use and streamlined procurement process, initially developed, and validated by the Digital University Program Team to expedite the acquisition of training resources. The specific and unique SOCOM Training Marketplace procurement process seamlessly aligns with the well-defined and strategically crafted set of Digital University acquisition stages, enabling integration of the two to meet specific training requirements established by the SOCOM enterprise. The top challenge that transitioning military members face when leaving the service is the lack of information on starting their A&P (Airframe and Powerplant certification) process. If you or someone you know is experiencing this challenge, your first step should be to contact the Flight Standards District Office (FSDO) in your local area. For aircraft mechanics looking to obtain their A&P, please note that there are minimum requirements – notably, 30 months of practical experience. If you meet this requirement, there is no need to attend school; you also do not need to go through the military's A&P certification process. While you can choose this route, it will ultimately result in the same 8610-2 forms and authorizations. I personally recommend using the program mentioned above if you don’t have enough practical experience. For instance, if you specialize in avionics and lack powerplant experience, I highly recommend either going through the program or gaining the required experience. If you are a recruiter, HR professional, or director of maintenance, it's valuable to note that the military offers numerous resources. I suggest getting in touch with the Joint Service Aviation Maintenance Technical Certification Council. They have extensive knowledge to support service members in their A&P certification process. I have struggled with neck, shoulder, and back pain for most of my career. Physical therapy and my own workout attempts have been unsuccessful resolving repeat issues involving pain and mobility. This is a great story and highlights key tenets of decision making at the highest levels of leadership. Eisenhower recognized this as the test that it was and understood the information he was provided was all he would be given in this scenario. As such, he realized he had all the components needed to make the best decision/plan he could at that moment--guidance from his commander and the all the information that would be available with the time and resources allotted to him. The art here was recognizing the parameters of the problem he was given. As an aside, I'm reminded of "Message to Garcia" in the intended take-away of this story. With that understanding, Eisenhower pressed on and developed his plan for the Pacific. To empower our leaders, we create an environment where the triple point between clarity of commander's guidance--that is the explicit instructions on what is to be achieved and the price at which it can be pursued; information in hand or what can be obtained within the window for decision and action; and the time available for decision/action is as finely honed as possible. Teaching our junior leaders to recognize when they are proximate to this triple point is our job as senior leaders. In an increasingly connected world, the "boss" is almost always available. This should be considered a resource, not a crutch. Recognizing the difference is key to strengthening decision making. If the Boss isn't going to provide new information and guidance is clear then like Eisenhower, press on.

We have a challenge in the Services. We have lost the art of identifying the good idea cut off point in everything we do: IT, weapons development, etc. We want a perfect capability. We have to design capability in phases to get capability quickly to the user. We call it Agile, but it is Agilefall which is Waterfall development. We need good idea cut off dates and hold them to it. As you see a capability, there is always something better, but get the capability you can now and ensure you use MOSA so you can continue to evolve and innovate the capability. We have to get innovative capability to users NOW. Do not let the user or developers change an agreed to design. Get it done!
