Sara Friedman, thanks for the great article! DoD's ramp up plan per the draft 32 CFR Part 170 for the number of assessed orgs isn't the throughput concern. As an authorized C3PAO, we are warning clients to expect heavy market pressure from their Primes when Peak InfoSec and other C3PAOs can start doing assessments to get CMMC Level 2 Certified ASAP. We are hearing consistently that start date will be March 2025. We are already hearing subs are told by their primes to either undergo a JSVA before the start date or be ready to get CMMC L2 Certified during Phase 1. Or, be ready to be dropped from teaming groups... We are also uncertain about if and how DoD would want authorized C3PAOs to prioritize assessments. Logically, companies competing for Phase 2+ contracts and ESPs should have priority. Everyone else gets worked as the ecosystem naturally grows to handle the demand, which I believe it will. In the meantime, we recommend all DIB companies to start their C3PAO selection process now and get on the assessment schedule.

Counter Threat Financing (CTF)/ Anti-Financial Crimes: DoD has the authority, capability, and capacity to fight this fight but is there an overt mandate? While the DoD does an excellent job effecting advisory critical requirements through vulnerabilities, are we on par with our IRS, FBI, and Treasury counterparts for enhanced coordination and deconfliction of efforts towards degrading hostile fund raising of state and non-state actors? I'd recommend starting with lexicon. As we gain understanding of the interagency mission, limitations, and gaps - only then can successful integration begin. Great work by Jessica Davis and Insight Threat Intelligence Ltd highlighting U.S. Tax Payer dollars being given to NGOs that directly support terrorist activities in Syria: On 19 Nov, "Mahmoud Al Hafyan, 53, a Syrian national, has been charged in a 12-count indictment, unsealed today in U.S. District Court, alleging major fraud against the United States for illegally diverting more than $9 million in U.S.-funded humanitarian aid intended for Syrian civilians to armed combatant groups, including the Al-Nusrah Front (ANF), which is a designated foreign terrorist organization affiliated with al-Qaida in Iraq.... According to the indictment, Al Hafyan, aka Abu Abdo Al-Homsi, was the head of a non-governmental organization (NGO-1) in the NGO’s regional office in Syria.... .... USAID awarded $122 million to NGO-1 between January 2015 through November 2018. That money was intended for food kits for conflict-affected Syrian refugees. Along with at least two co-conspirators, Al Hafyan directed food kits valued at millions of dollars to commanders leading ANF. ANF’s primary objective was the overthrow of the regime of Syrian President Bashar al Assad. ANF was notorious for the atrocities it committed and publicly took responsibility for conducting mass executions of civilians, suicide bombings, and kidnappings". HD HHI And Palantir Reveal Tenebris Unmanned Surface Vessel - Naval News Interviews HD HHI and Palantir on their new Tenebris USV concept at the AI Expo for National Competitiveness in Washington, D.C. - Coming in at a length of 17 meters and a weight of 14 tons, the Korean-American USV concept aims to operate in up to sea state six at a speed of 50 knots with an operational range of at least 1000 nautical miles. HD HHI also highlighted the “AI Bridge,” a dome that houses the sensors and software for the operation of Tenebris. - When asked what makes their joint project different from other USV concepts coming into the market, Palantir highlighted that their software capabilities will give them an edge. “I think our view is that software is going to be a key aspect of the Navy having an open, interoperable C2 [Command and Control] capability across Tenebris, as well as all the other capabilities that will be acquired through things like Replicator and PRIME. The U.S. has a federal law in place since 1994, the Federal Acquisition Streamlining Act (FASA), which requires the Government to buy commercial solutions instead of building something custom. Unfortunately, DoD -- as well as the intel community -- often ignores this law. "When the Department of Defense ignores existing commercial solutions that satisfy requirements, the US military is less competitive and warfighters get worse products."
