“Jamesine Rogers as an outstanding policy analyst with strong technical skills in the areas of climate change and public health. I worked with Jamesine from 2009 to 2011 at the California Air Resources Board on a groundbreaking state program known as SB375 (Global Warming and Sustainable Communities Protection Act) which promotes more sustainable urban design as a means of reducing the state’s greenhouse gas emissions. Although the Air Resources Board is best known for its regulatory powers to fight air pollution and climate change, the SB375 program is not regulatory and therefore requires a special skill set to encourage maximum participation by local and regional government agencies to reduce greenhouse gas emissions from land use. In my role as the land use planning and policy advisor to the SB375 program, I worked with a group of technical experts to ensure that the greenhouse gas reduction targets set by the ARB were both ambitious and achievable. Jamesine was one of the staff with whom I worked closely and came to know on a personal level. I found her to be an extremely valuable asset to the program because of her ability to grasp the policy implications of her work, while also having the skills to delve into technical data and analysis to support policy development. In addition, she had the unique ability to clearly articulate the mission of the program and the agency to the public and other agencies. Her interest in and knowledge of public health issues were invaluable in crafting a public message about the SB375 program as an air quality and public health program. During her time at the Air Resources Board, Jamesine was responsible for developing an evaluation methodology for reviewing the San Diego region’s Sustainable Communities Strategy (SCS). This methodology relied on elasticities from empirical literature that support the region’s conclusion that the land use and transportation strategies in their SCS would, if implemented, achieve the forecasted greenhouse gas reductions. This methodology, which Jamesine helped to develop, continues to be used today by the Air Resources Board and other agencies. In 2011 she was selected through a highly competitive process to serve as a Fellow to Senator John Kerry, focusing primarily on public health, climate change, and energy issues. It was for that reason that she left the Air Resources Board to spend one year in Washington, DC. In this highly political and fast-paced atmosphere, she further developed her communication skills and gained a broader understanding of public health, climate change and energy issues. I have remained in touch with Jamesine since she moved back to California in 2013 to work for Next Generation, a San Francisco-based nonpartisan strategic policy and communications organization, where she continued her work in the area of climate change and the threats that it poses to children and families.”
