GSA Schedule Holders - Don't Miss This!! GSA is planning to release Refresh 22 to its MAS Solicitation 47QSMD20R0001 and an associated mass mod for existing schedule holders in August 2024. GSA will hold a webinar on Monday, July 22, 2024 at 1pm ET. Make sure you understand what that means to you should you select to participate. Schedule contractors may not impose a surcharge at the order level for payment by Governmentwide commercial purchase card." This is important so you can recoup processing fees as the Government pushes to expand its use of the GPC into contract payments. Sell software on GSA Schedules? GSAM/R clause I-FSS-600 will be modified to add that MAS contractors MAY indicate if a software producer has attested that software complies with Government-specified secure software development practices and has an attestation form uploaded to the CISA repository by adding language provided in the Refresh under bullet 18b, Terms and Conditions, in their text file. The Alliance for Commercial Technology in Government has just issued its review and commentary on the PPBE Commission's Final Report. The report was a Tour de Force, chock full of recommendations to modernize the United States Department of Defense's antiquated budgeting process. The Alliance's mission is to make the DoD the indisputable first, best stop for every innovator with a hot new idea that could keep the USA ahead of its adversaries. The current acquisition process is widely regarded as antagonistic towards commercial startup companies, consigning them to work in the commercial world or with our adversaries first, putting our warfighters and taxpayers at a dangerous disadvantage. While most of the report and its recommendations were directed inwards towards fixing internal obstacles within the bureaucracy, many of the recommendations will have direct impact on how the DoD is perceived, and acts as a first customer. While we wholeheartedly endorse all the recommendations in the report, our assessment points out those suggestions that would most impact the ease at which innovators can scale up their sales within DoD such that DoD becomes the obvious best first stop. https://lnkd.in/eYnjn-HR

CEAC represents the current projected cost of performing all authorized work, from individual work packages to the total contract. This includes all actual direct costs, indirect costs allocable to the contract, and the estimate of costs (both direct and indirect) for authorized work remaining. Here are essential steps to develop a robust CEAC, ensuring all project costs are accurately captured and projected: 1️⃣ Comprehensive Ground Rules and Assumptions: Establish detailed ground rules and assumptions, ensuring all team members and stakeholders are aligned with the project's framework and expectations. 2️⃣ Accurate Cost Estimation and Rates: Utilize defined rates for Elements of Cost, such as labor, materials, and overhead, to ensure accurate and consistent cost forecasting throughout the project lifecycle. 3️⃣ Proactive Risk and Opportunity Management: Conduct thorough risks and opportunities analysis to anticipate challenges and leverage potential advantages, enhancing project resilience and adaptability. 4️⃣ Material and Subcontractor Oversight: Maintain rigorous documentation of material commitments and regularly evaluate subcontractor status to ensure all project components are on track and within budget. 5️⃣ Performance and Scope Assessment: Continuously assess performance against the project's remaining scope, allowing for timely adjustments in strategy and resource allocation to meet project objectives. 6️⃣ Time-Phased Cost Forecasting: Implement a time-phased forecast of future costs, not just as a single point of reference but as an evolving tool that adapts to project developments and updates. 7️⃣ Decision Support for Strategic Adjustments: Leverage the detailed insights from CEAC to support high-level decision-making, such as project continuance, adjustments, or strategic deferrals, based on current and projected project metrics. #ProjectManagement #Business #Aerospace #Defense #ProjectControls

Skill gaps in Federal acquisition aren't only an agency issue but an industry issue. There are many reasons and ways to mitigate and overcome gaps with strategic thinking and planning. I'm a huge proponent of skill gap analyses and have created several in my day that informed workload distribution strategies, surge and emergency response, created a focused training plan and framework of core skills, and helped prepare staff for their roles as future acquisition leaders.
