That’s just what happened in January 2019 when the newly elected Mayor Adrian Perkins of Shreveport, Louisiana, who’d made a Smart City platform central to his campaign, appointed Keith Hanson to be the city’s first Chief Technology Officer (CTO). Hanson, like Perkins, is young for a public official (both are 35) and a Shreveport native who is committed to retooling the city’s systems for the 21st century. Indeed, among the first plans they put in place was an interactive online budget — dubbed the “People’s Budget” — created with open source software to provide greater transparency into city spending, and the hiring of a dedicated data scientist, who quickly discovered an accounting oversight that reaped the cash-strapped city an unexpected windfall.

    In what's believed to be the first such program in the nation, the city's technology team has hooked up mini-computers with GPS trackers to trash trucks. The gizmos detect where homes are hooked up to the internet -- and where they're not.

    Hanson’s position did not exist before Mayor Adrian Perkins took office. Taking on the role involved Hanson reorganizing and bringing the city’s IT department into the 21st century with new staff as well as new technology.

    “Things were in a pretty sad state when I got here,” Hanson told The Times this week. “One of the first things I did was create a special projects team who reports directly to me. The purpose of this team is to pick one major accomplishment to get done every three months.”

    Shreveport’s first Chief Technology Officer Keith Hanson has already help save the city money.
    One of those team members is the data scientist. It’s the data scientist’s job to upload all of the data the city has into what’s called a data warehouse or data lake, which is how the $2 million was found.
