The Pentagon wants to shift ~$3.3B of budgeted funds to support a handful of new-start projects, including: (1) Air Force's Collaborative Combat Aircraft (CCA) program, which has already seen ~40% cost growth. The Pentagon wants to shift $150M in FY24 funds, which increases the CCA program request to $542M. Unsurprisingly, this request came with a news statement that the Air Force will evaluate the NGAD platform design concept to determine if there are cost reductions or capability trade-offs. (2) Army wants to shift $39M to purchase 8 SM-6 Block1A missiles for its Mid-Range Capability ground launch system. Army and Navy would coordinate procurement on the SM-6 contract, which was awarded to Raytheon. RCADE Modeling and simulation (M&S) can significantly assist (does not replace existing M&S the Army uses) the U.S. Army in making risk-informed decisions about future capabilities by providing a virtual environment to test and evaluate various scenarios, strategies, and technologies. The data it provides helps stand the rigor of PPBE budgetary gates. M&S enables the Army to: 1. Omni Federal is pleased to announce a recent award to lead the development of SOCOM’s Enterprise Training Marketplace within Digital University. SOCOM recognized a need for a comprehensive, secure, and user-friendly marketplace where SOCOM units can easily explore, select, purchase, and manage approved training from reputable vendors. Speed, convenience, and flexibility are the three core principles of this simplified procurement process. SOCOM requires an Amazon-like platform with automated procurement features that can be easily changed and adapted to meet evolving mission requirements. This single mission-enabled platform will allow users to acquire the necessary training needs of Joint Special Operations Command (JSOC), Theater Special Operations Commands (TSOCs), Special Missions Units (SMUs), and SOCOM service components. We leveraged a deep understanding of SOCOM’s distinct enterprise training requirements to conceptualize a unique SOCOM Training Marketplace design within Digital University. Our initial focus is to create a streamlined user interface and enhance the user experience for effortless navigation through the extensive pool of 100+ SOCOM-specific vendors. To capture SOCOM stakeholder needs, Omni is applying our commercially proven Human-Centered Design process adapted to meet the mission and security needs of DoD agencies. Our scope of work includes integrating an easy-to-use and streamlined procurement process, initially developed, and validated by the Digital University Program Team to expedite the acquisition of training resources. The specific and unique SOCOM Training Marketplace procurement process seamlessly aligns with the well-defined and strategically crafted set of Digital University acquisition stages, enabling integration of the two to meet specific training requirements established by the SOCOM enterprise. Over the last several months, our team has been diligently working through our requirements, with cybersecurity consistently at the forefront of discussions. ⭐️ One critical aspect that has come up repeatedly is the level of risk we’re willing to accept. A key conversation within industry has been SOCOM’s move towards achieving a NIST score of 110—a very attainable goal that is also becoming a crucial requirement. ⭐️ I wouldn’t be surprised if SOCOM eventually communicates that a NIST score of 110 will become mandatory. Given this, I strongly encourage industry leaders to assess where they currently stand, determine their position on the cybersecurity spectrum, and make the necessary investments to improve their score while mitigating risks. 👀 In the near future, I anticipate that having a NIST score of 110 will be a firm requirement to do business with the tip of the spear. For reference, FAR 52.204-21 and the Defense Federal Acquisition Regulation Supplement (DFARS) 252.204-7012 highlight the need for cybersecurity measures aligned with NIST 800-171, pushing contractors toward the 110 score to ensure compliance with federal cybersecurity standards. #investinsecurity #investinus #tipofthespear

My take: CSO and CDR U.S. Space Command are emphasizing the immediate need for mission command, and have empowered one 3-star (Lt Gen Schiess) and two O6 commanders (Deltas 5 & 15; CSpOC & NSDC) for all operational space authorities to flow through, with our Company Grade Officers and Senior Non-Commissioned Officers commanding tactical ops from their host squadrons. The rest of us in Delta command positions now focus our efforts to acquire, generate, and sustain forces to present to these two O6 commanders. We must close the gap on what they need to effectively C2 and synchronize space operations into joint power projection. It’s on us as the Force Generation commanders to get the “who” and “how” right — trained, sustained, and integrated — so that the operational commanders can focus on the “why,” “what,” and “when.” It’s a major shift for many of us; however, it’s the right thing to do to drive mission command to the lowest levels, enabling agility and flexibility with those who know the mission best.

Two highly experienced military professionals have joined ASKA’s Defense Strategy Advisory board. Lt Gen (ret) Andy Croft, United States Air Force and Eric Edwards, former Director for the Aviation and Missile Research, Development and Engineering Center (AMRDEC). Andrew and Eric served at senior military positions prior to taking retirement and are contributing their expertise to help ASKA identify and act on new defense-related opportunities and expand the company’s leadership role in multimodal development. During Andrew Croft’s distinguished military career, he served in roles that tapped his strength as a leader and his innate ability as a negotiator to create collaborative partnerships. Andrew excelled in high-level roles that leveraged his skills in strategy, planning, negotiation, acquisition and requirements. In senior leadership positions, he engaged with government, interagency, and embassies to build and improve key partnerships. In Andrew’s last role as Military Deputy Commander, he was responsible for DoD security and defense cooperation. As a highly experienced fighter pilot, Andrew is well-versed in a wide array of combat aircraft and weapons systems. Eric Edwards is a scientific and engineering expert on research and development for aviation. In his 31-year career as a Department of the Army civilian, he served in director-level roles and achieved top ranking as a Tier 2 member of the Senior Executive Service and was decorated for numerous Civilian Service Awards. Eric was the Director of the Aviation and Missile Research, Development and Engineering Center (AMRDEC), which had an integral role in the Army’s Future Vertical Lift initiative to design and develop the next generation of vertical lift aircraft. He exercised direct line authority over all activities to assure adequacy of budgeting, planning, conduct, and effectiveness of projects and a balanced and competent technical capability. Today Eric also works with Advanced Technology, Incorporated (ATI) as the  Executive Director for the Aviation and Missile Technology Consortium (AMTC). ASKA is well-positioned for strategic growth with an advisory board that consists of two sets of experts; technology and academic advisors who are focused on our existing private sector business, and the recently formed group of advisors with military experience to support our expanded focus on the defense sector.  ASKA™ A5 is the world’s first electric-hybrid roadable VTOL (vertical takeoff and landing) aircraft. Many in Congress implore their colleagues to get back to what's called "regular order" for appropriations. "Regular order" means appropriations bills originate in committee, are vetted though those various committees and then presented to the full House or Senate on schedule with a committee report explaining the bills, and finally reconciled in Conference. A Continuing Resolution, or CR, is a temporary *authorization* for the Executive to spend money for those things already authorized in previous appropriations bills. Unless specificially authorized in a CR, it does not permit "new starts" or new contracts for everything from mail delivery to weapon systems acquisition. A CR is detrimental to readiness because it freezes acquisition, meaning, for example, new airplanes cannot be ordered. At a time when an aggressive Russia is invading her neighbors, Iran is supporting terrorist organizations in the Levant and Yemen, and China aims to integrate Taiwan into the People's Republic of China by any means necessary, we need a stong defense industrial base. A strong defense industrial base means consistent and predictable funding, rather than an annual "will they / won't they" on Capitol Hill. From the article: "A continuing resolution would hamper promised pay increases for troops, hinder nuclear modernization, and pause purchases of weapons and aircraft the Air Force sees as key in a future war with China, among other impacts outlined in a fact sheet the Department of the Air Force provided to Air & Space Forces Magazine. 'Any length of CR impacts readiness, hinders acceleration of the Space Force, delays military construction projects, reduces aircraft availability, and curbs modernization in the race for technological superiority,' the department argued. Have you ever wondered what Air Force weather professionals do? This article sheds light on their crucial roles and fills in some of the gaps. I believe there are a few processes we should implement: 1. Establish a presence at the Air Weapons School. Weather is one of the few operational career fields without students in the school; if the Intel community is included, so should weather. 2. Ensure promotable positions for weather personnel in planning cells.
