Transatlantic relations reached a peak under President Barack Obama. But under the Trump administration, withdrawal from the global stage has caused irreparable damage to the transatlantic partnership and has propelled Europeans to act more independently. Europe and America explores this tumultuous path by examining the foreign policy of the United States, Russia, and the major European Union member states. This project compares strategies for internationalization in higher education in the US and the EU.
Ever since the 1924 Immigration Act, U.S academic institutions were the prime higher educational destination globally. During the Cold War, the attractiveness of an “American education” became a pivotal instrument in U.S. public diplomacy. However, times have changed. The US is dramatically falling behind in internationalization of higher education. Only 1.4 % of the total student population…This project compares strategies for internationalization in higher education in the US and the EU.
Ever since the 1924 Immigration Act, U.S academic institutions were the prime higher educational destination globally. During the Cold War, the attractiveness of an “American education” became a pivotal instrument in U.S. public diplomacy. However, times have changed. The US is dramatically falling behind in internationalization of higher education. Only 1.4 % of the total student population takes part in study abroad, principally at undergraduate level. And after years of steady growth, international enrollments in US institutions were declining already before COVID. When it comes to the more complex process of internationalization the first U.S. institution is MIT, ranking #30. Harvard ranks #52; Stanford #56; Princeton #58. The top universities in the ranking are all European and Asian.
In Europe, internationalization has grown out of, and been strongly influenced by, the Erasmus program. It piloted the European Credit Transfer System (ECTS) and it paved the way for the Bologna Process and the realization of the European Higher Education area. The original Erasmus program was later grouped together with similar initiatives under Socrates and more recently under Erasmus+, which among other things, finances this project.Other creatorsSee project -
ESKI Promoting Education, Skills Development & Dual Careers in Alpine Skiing
Building on the results of the DC4SKI project, ESKI has a double aim of promoting coaches’ education and skills development and to create dual careers opportunities for Alpine ski racers – with special focus on higher ed.
ESKI brings together 7 institutions (ski race clubs, ski federations and universities) from 6 different countries (Italy, Bulgaria, Latvia, Greece, Ireland plus the United States) which together will:
- Innovate in Alpine ski training, create education and skills…Building on the results of the DC4SKI project, ESKI has a double aim of promoting coaches’ education and skills development and to create dual careers opportunities for Alpine ski racers – with special focus on higher ed.
ESKI brings together 7 institutions (ski race clubs, ski federations and universities) from 6 different countries (Italy, Bulgaria, Latvia, Greece, Ireland plus the United States) which together will:
- Innovate in Alpine ski training, create education and skills development opportunities for Alpine ski coaches, elaborate innovative pedagogical tools and best practices for Alpine ski training, which will allow to trade quantity (on snow) with quality (on and off-snow).
- Make available such innovative pedagogical tools freely available
- Create a European Alpine Ski Coaches’ Clinic and a European Network of Alpine Ski Coaches
- Create Dual Careers opportunities for European Alpine ski racers, by creating a Network of European Ski High Schools and a European Circuit of Mountain Universities, as well as by developing Higher Educations degrees specific for mountain professionals.

On December 15, 2011, former U.S. Secretary Hillary Clinton announced the historic launch of the Women in Public Service Project (WPSP) in partnership with the Seven Sisters Colleges (Barnard, Bryn Mawr, Mt. Holyoke, Smith and Wellesley Colleges) and the State Department. The WPSP is now house at the Woodrow Wilson International Center for Scholars and has grown to include Mills, Mount St. Mary’s, Scripps, City College of New York and other colleges and universities around the world.
In Brussels, in July 2013 an innovative program focused on Women Leadership in International Relations. "Women Leaders in International Relations: Comparing EU and U.S. Experiences" took place. This research project funded by the Jean Monnet Program aims to compare the EU member states' foreign policies and, in turn, to compare them with the national foreign policies of the major international actors.

However, there will be no European Foreign Policy if the…This research project funded by the Jean Monnet Program aims to compare the EU member states' foreign policies and, in turn, to compare them with the national foreign policies of the major international actors.
As we know, the Lisbon Treaty introduces enhanced tools in view of a EU foreign policy. The High Representative and the European External Service are fundamental steps forward, whose spill-over effects will grow as time passes. However, there will be no European Foreign Policy if the member states will not be willing to work for an increased convergence of their foreign policies. The goal of the proposed project is therefore multiple.
First and foremost, it will analyze the level of convergence and divergence of the foreign policies of the EU member states by selecting a number of relevant and representative policies (energy; defence; UN). This will allow us to understand where the most critical points lie and, conversely, which are the areas of greater convergence. We will also define European minimum and maximum denominators for each of the policies analyzed.
Secondly, we will compare the member states' positions to the EU's positions on a number of policies. Thirdly, we will compare the EU's and the EU member states stances to those of the US, Russia, China, Brazil, Egypt and India. This last comparison will show how, regardless of the differences among Europeans, the gap between them is smaller than the gap that exists with the rest of the major world players. As an ultimate goal, the project therefore aims to suggest that by looking from the outside, those differences that seem so wide from the national capitals, are in fact much smaller when seen in a global context. It also aims to show how the single member states, however "big" they may be, will find it increaseling difficult in having their voices heard at the global level.

Civil Recontruction in Afghanistan: Training Young Afghan Civil Servants

The course started on April 14 and ended on June 9, 2011, was attended by 25 young Afghan civilian officials from both national and local administrations.
The project was the result of a fruitful cooperation between the University of Rome Tor Vergata, the Italian Ministry of Foreign Affairs, and the Italian National School of Public Administration (SSPA) and was part of the Italian Assistance Programme to the Afghan Institutions in order to contribute to a system of coherent national and…The course started on April 14 and ended on June 9, 2011, was attended by 25 young Afghan civilian officials from both national and local administrations.
The project was the result of a fruitful cooperation between the University of Rome Tor Vergata, the Italian Ministry of Foreign Affairs, and the Italian National School of Public Administration (SSPA) and was part of the Italian Assistance Programme to the Afghan Institutions in order to contribute to a system of coherent national and sub-national governance and to raise the efficiency of the Afghan PA at both levels.
During the 8-weeks course foreseen by the programme, the participants attended high-level courses on the main topics and in a number of field trips, with institutional and cultural visits.
The course took place in Rome and Caserta and in Florence and it was divided in the 8 following modules:
- Introduction to Italy: public and private institutions at work in a decentralized system.
- Public management I (the new public management)
- Public management II (project management and ethics)
- Public Finance and State Accounting in multilevel governance

Thus, in the vertical analysis one finds the EU action in different parts of the world: Transatlantic Relation – to which a special attention will be devoted by the conference - Latin America, Mediterranean Area, Middle East. Africa, Neighborhood policy, Far East.
Among horizontal issues there are: CFSP decision-making and procedures; European Identity and Foreign Policy; Human Rights, Peace, Democracy; Public opinion perception of the EU as an international actor; EU Integration & Other Integration Models.
In concrete terms,we look at the following issues:
1.How have the historical relations between the EC/EU and the rest of the world developed?
2.Which are the past and current legal instruments the EC/EU has set up to deal with the different areas of the world?
3.Which are the past and existing treaties and agreements between the EC/EU and the area?
4.Which are the main objectives that the EU wants to pursue in the different areas of the world? Have they changed along the years? If yes, how?
5.Is it possible to say that there has been a shift from economic relations to political ones?
6.Has the EU contributed to the development of human rights, peace and democracy?
7.Has the EU contributed to the economic development of (which?) areas of the world?
8.Does the EU foreign policy contribute to the forging of an EU identity? Is the EU foreign policy perceived at all by the public opinion in the area? If yes, under which light? Is the EU considered as a positive/reliable partner?
9.Has the EU contributed to the promotion of other integration experiences in other areas?

SENT is an innovative and ambitious project broughing together about 100 partners from all over the world in order to assess the state of EU studies today, as well as the idea of Europe as transmitted by schools, national politicians, the media, etc.
SENT’s main goal was to map European studies, in order to get a comprehensive picture of the evolution of European studies over the last decades in different disciplines and countries. SENT’s main goal was to map European studies, in order to get a comprehensive picture of the evolution of European studies over the last decades in different disciplines and countries. Five disciplines were identified where EU studies have particularly evolved: law, politics, economics, history, and social and cultural studies. national identities affect the study and teaching of Europe around the world.
The project was structured in various working groups, corresponding to their respective disciplines. These networks worked closely together to ensure a discussion across geographic boundaries. At the same time, the SENT network brought together scholars around the world in a direct and multidisciplinary dialogue in a General Assembly held in Rome in July 2010 to reflect on the state of the EU disciplines and their future.The following books are being published with Il Mulino:

The EU Foreign Policy after the Lisbon Treaty
The second module will focus on the EU Foreign Policy. In particular, this year we will assess the degree of convergence / divergence of the Foreign Policy of the Union with that of its major member states and of the world superpowers and emerging powers (US, Russia, China, India, Brazil). As usual, it will have a hands-on approach thanks to the participation of the best scholars and decision makers in the field.

The goal was two-fold:
•to generate ideas that transcend the tyranny of the urgent and could help inform preparations for the Italy-hosted L'Aquila Leaders' Summit in July 2009;
•to generate debate and discussion on longer-term efforts to reform the international system.
A global vision cannot be forged in one day. However, the debate and discussion raised critical issues that heads of state and government must address when they gathered in L'Aquila in July 2009. If leaders can act today mindful of a long-term and sustainable vision, they can build the foundation for the economic and political systems needed to underpin a world where domestic security and prosperity is tied to global security and prosperity.

In view of the forthcoming G8 Italian Presidency (2009), the Italian Ministry of Foreign Affairs and the Brookings Institution organized a high level conference to address the difficult relationship between the current rise in demand for nuclear civil power and the need to reinforce of the nuclear non-proliferation regime. The conference provided an opportunity to convey ideas for the forthcoming G8 Italian Presidency, while looking forward to the 2010 Non-Proliferation Treaty review…
In view of the forthcoming G8 Italian Presidency (2009), the Italian Ministry of Foreign Affairs and the Brookings Institution organized a high level conference to address the difficult relationship between the current rise in demand for nuclear civil power and the need to reinforce of the nuclear non-proliferation regime. The conference included two high-level closed policy workshops with panel discussion and a public keynote address:
Session 1: The Rise in Demand of Civil Nuclear Power, including technical aspects, environmental effects, and economic factors (closed policy workshop).
Session 2: The Global State of the Non-proliferation Regime (closed policy workshop).
Session 3: The Keynote Address will be given by Nobel Laureate and Chairman of the Intergovernmental Panel on Climate Change (IPCC) Rajenda Kumar Pachauri (public session). In view of the new Constitutional Treaty of the European Union the Institut d’Etudes Politiques of Paris and the University of Rome “Tor Vergata” initiated an in-depth discussion about the future of Europe bringing together other 25 partner universities from both the then EU and then candidate countries. In specific terms, the following activities were performed by the partner Universities:

- The I Assises of the European Students: in January 2003…In view of the new Constitutional Treaty of the European Union the Institut d’Etudes Politiques of Paris and the University of Rome “Tor Vergata” initiated an in-depth discussion about the future of Europe bringing together other 25 partner universities from both the then EU and then candidate countries. In specific terms, the following activities were performed by the partner Universities:
- On-line debate among the students:
- The I Assises of the European Students: in January 2003 almost 1000 students from the 20 partner Universities - including a delegation of students from the University “Tor Vergata” – met in Paris, at the Institut d’Etudes Politiques, for the I Assises of the European Students (15-18 January 2003) and there they discussed some amendments to the draft European Constitution. The result of their work was a series of concrete proposals, already presented to the members of the European Convention.
- The organization of a referendum about the European Constitution, the 9th of May 2003: in all the partner Universities a poll will take place and the students will be asked to vote for the name of the new Union and for the European Constitution. On the same day, public debates about the future of the Union will be held in each University.
- The II Convention of the European Students, held Rome on July 1-3, 2003. As in Paris, the students met both all together and divided into working groups following specific issues.
