This is a step forward in enhancing global resilience! 🌟 💰 Finance: The Achilles' Heel  Only 38% of good practices related to finance are included on NAPs on average. Critical gaps include cost estimation of actions, funding mobilization, and financial tracking—areas that are essential for turning plans into action. 🌟 Strengths to Build On  Fact Base: Outstanding work with 92% of NAPs effectively identifying historical climate trends and assessing risks based on strong scientific evidence. 📊  Policy Integration: A high level of alignment (90%) with global frameworks like the SDGs and the Sendai Framework shows great potential for synergy. 🚸 Participation: A Need for Inclusivity  Stakeholder involvement is robust (82%), but representation of marginalized groups (30%), youth engagement (32%) remains limited. In the same sense, references to a gender balanced stakeholder engagement was also small (34%). Future NAPs should prioritize inclusive adaptation efforts to truly leave no one behind! 🌍   🛠 Implementation: Moderate Readiness  While 68% of NAPs prioritize adaptation actions, fewer address regional-specific strategies (42%), which are crucial for localized impact. 📋 Monitoring & Evaluation (M&E): A Work in Progress  Only 57% of NAPs have a structured M&E framework, and just 32% integrate financial tracking. These tools are essential for transparency, accountability, and effective progress tracking.    🌟 The Path Forward:  This report provides invaluable insights into how create robust NAPs to ensure they are actionable and impactful. I presented at the IMF/OECD/WB ‘Partnership Week’ on ‘Domestic Resources for Sustainable Development’ held in Washington DC on June 24-27, 2024. I made the case that many revenue administrations (RAs), especially in LIDCs, have limited capacity to use their own performance data for planning, setting targets, or monitoring progress and impact. The IMF’s Fiscal Affairs Department (FAD) recognizes that the engagement of capacity development (CD) recipients is crucial in measuring reform progress and to instituting lasting reforms and impact. FAD fiscal tool such as ISORA and RA GAP can bridge this gap by providing the RAs with the tools to focus on performance data and measurement. Growing use of these tools by the RAs and the CD providers could contribute to a virtuous cycle of improved data quality and provide databases that support evidence-based CD.

We have a lot of trust in the Nationally Determined Contributions (NDCs) to drive the world towards net zero but the climate change economics and financing of NDCs is becoming too expensive for poor countries. Yet with just a few days left, the delegates at COP29 in Baku are yet to reach a draft on the financing goal for the next two decades, let alone who will fund it! Should we not start thinking differently?

The 2024 UN climate conference (SB 60) kicked off on Monday in Bonn. It will clarify the expectations for COP 29 at Baku, seek ways to align the global climate effort with the 1.5˚C limit, push for stronger NDCs, and address a large agenda of technical negotiations. Texts are now being prepared on several negotiating issues, and the talks will intensify over the next couple of days. In parallel, there are numerous events on e.g. just transition, children and climate, mountains, gender, soil health, forests and global climate action. In terms of science, the IPCC outlined the status of its 7th assessment cycle, the WRCP described the next steps in climate modeling, the WMO highlighted the alarming findings of its State of the Climate report, and GCOS discussed the situation on Earth observations. The 16th research dialogue highlighted many research needs, including understanding pathways to +1.5, effectiveness of land-based mitigation measures, irreversible impacts and tipping points (e.g. in polar regions), feedback loops, regional-level projections, vulnerability assessments, and mountain ecosystems. The Woodwell team will keep an eye on the negotiations, on events on adaptation, mountains and climate change, as well as climate, peace and security, and on whatever unexpected turns the conference brings.

Today, together with the Committee for Environmental Protection, we launched the #ClimateFinance Plan for Tajikistan’s Nationally Determined Contribution (#NDC). This is the culmination of more than a year's work by our climate team with CEP counterparts, so I'm enormously pleased and proud. The plan estimates $8 billion of financing needs by 2030 to achieve the country’s climate adaptation and mitigation targets, which will come from domestic, international, public and private sources. Tajikistan has committed to an ambitious program of climate mitigation and adaptation investments to achieve its updated NDC. Priority investments focus on expanding renewable energy in all end-use sectors, maximizing energy efficiency, expanding green transport, and greening industry and waste management. Sustainable agriculture is another priority sector, including efficient drip irrigation; resilient crop rotation, and crop diversity; scaling of climate-smart agroforestry, horticulture, viticulture; soil protection and integrated pest management; improved pasture management; livestock breeding; and increased reforestation. In fact, if one large energy project is excluded, the agriculture sector accounts for 61% of financing needs. #Privatesector participants in the roundtables today expressed their satisfaction knowing which sectors and projects were in line with government priorities, helping them guide their investments. The NDC Climate Finance Plan is a strategic financing plan which requires ownership of all government ministries and agencies. ADB will continue its support to catalyze climate finance for Tajikistan through our work with government, other development partners and the private sector.

The paper on Direct Monetary Transfers paper builds on the great work by humanitarian actors that have been using it at scale (USAID's BHA allocated >$1.5B in emergency cash and voucher assistance in FY 2023), and expands on this work to discuss how transfers can be used to impact development outcomes (spoiler-- it's often very cost-effective and can impact outcomes from household resilience to microenterprise growth).
