Hi everyone apologies for my break from emergency management topics of the week but it has been a very busy disaster season already with flooding and wildfires to name a couple. Multiple concerns for this weekend from Nevada, California, and Arizona: wildfire and flooding. Such outstanding cooperation between CalOES (Nancy Ward and Brian Marshall) Nevada and Arizona (Gabriel Lavine ) for intel and information sharing. Within Nevada: great collaboration between Forestry, National Guard, and Emergency Management/Homeland Security. Preparing for statewide lightning storms, red flags from now to Sunday (including overnight), plus the flood following fire which is uncommonly covered in a federal declaration. Give us room to work: clear 30 feet from your home! Wildfire is emergency management!

Our Emergency Manager is attending the Prescott City Council Meeting where APS presented on Wildfire Safety. They also discussed Public Safety Power Shutoff measures to enhance community safety. PSPS is already in use in other states. In Arizona, PSPS will only be implemented in specific communities if weather conditions create a high fire risk. The goal is to avoid the need for PSPS whenever possible. We will continue to raise awareness about the rise in domestic violence homicides in the United States since 2014. Criminal justice reform has caused spikes in crime including violence against women. Women are dying at the highest rate in the more than a decade, across America, and no one is talking about it or paying attention. Not a single national or state domestic violence organization has profiled the large and consistent rise in the murders of women since the beginning of bail and jail reform in this country. Alliance for HOPE International and our allied Family Justice Centers will continue to focus on the shocking numbers. Women die at very low rates in Family Justice Centers across America but high risk victims who do not get to Family Justice Centers are dying at rates nearly as high as prior to the Violence Against Women Act was passed in 1994. We need to focus on accountability for stranglers, the men most likely to kill women. And we need to provide comprehensive, wraparound services for high risk victims of domestic violence. Pierce County Sheriff's Department - Aiding or Abetting in Street Racing Activity: As part of new legislation a new RCW has been added to deter street racing in our state. RCW 46.64.048 Attempting, aiding, abetting, coercing, committing violations, punishable. Every person who commits, attempts to commit, conspires to commit, or aids or abets in the commission of any act declared by this title to be a traffic infraction or a crime, whether individually or in connection with one or more other persons or as principal, agent, or accessory, shall be guilty of such offense, and every person who falsely, fraudulently, forcefully, or willfully induces, causes, coerces, requires, permits or directs others to violate any provisions of this title is likewise guilty of such offense. This is a state law makes spectating at a street racing event or take over illegal. Filming, blocking the roadways, organizing the events are things that subject you to the same penalty as the person engaging in the crime. So, just don't.

Halloween Safety Tips 🎃 From the National Highway Traffic Safety Administration, Safe Kids, and Monica Zech *BEFORE kids go trick-or-treating. Stress to your children NOT to eat any of the candy they collect, wait until you are back home and the candy has been thoroughly checked. If any candy looks suspicious, place it in a bag and take it to your local police station. More child pedestrians are killed while walking on Halloween than on any other day of the year, according to NHTSA. Please note the following. Pedestrian safety tips: *Accompany children under age 12 for trick-or-treating. *Carry glow sticks or flashlights, use reflective tape or stickers on costumes or bags, and wear light colors to help kids be seen. *Select costumes that are the right size to prevent trips and falls (avoid long trailing fabric) and choose face paint over masks (which can limit children's vision). Drivers - Stay alert! *Kids are excited and may dart into the street. Drive slowly through neighborhoods and stay alert! *Teach kids to make eye contact with drivers before crossing the street, not to cross until vehicles have come to a complete stop, to use crosswalks when possible, and to cross at corners - do not cross between parked vehicles. *Drivers, please be extra careful while driving on Halloween night. Please - do not drink alcohol or use other drugs before driving and avoid a tragedy. Let’s work together to keep kids safe this Halloween. Fire safety tips: *Teach children to stay away from open flames, including jack-o’-lanterns with candles in them. *Keep Halloween decorations away from open flames and other heat sources, such as light bulbs and heaters. Dried flowers, cornstalks, and crepe paper catch fire easily. *Clear exits of decorations so nothing blocks escape routes. *Ensure all smoke alarms are working. *Talk to your children about watching out for fire safety hazards and vehicles on the road. Thanks to our Grant Acquisition team efforts, the City of West Covina was recently awarded $209,950 through the Federal Emergency Management Agency (FEMA) and the California Governor’s Office of Emergency Services (Cal OES) to develop a comprehensive Hazard Mitigation Plan (HMP).   An HMP is a vital tool communities use to reduce or eliminate long-term risks to life and property caused by natural hazards. These plans identify potential threats, assess community vulnerabilities, and establish proactive strategies to minimize the impact of disasters like earthquakes, floods, wildfires, and extreme weather. The ultimate goal is safeguarding people and infrastructure, ensuring sustainable growth, and accelerating disaster recovery.   Mitigation measures such as upgrading building codes, retrofitting infrastructure, and improving emergency response capabilities will strengthen the city’s resilience and disaster readiness.   With this grant, we can ensure the safety of West Covina’s residents, improve infrastructure, and prepare for future growth. #infrastructure #growth #community #HMP

Cause: Under Investigation Size: 3185 acres Completion/Containment: 49% Resources: 134 Total Personnel; 2 Dozers; 1 Helicopters; 3 Hand Crews; 1 Jet Boats KEY MESSAGE: Containment increased from 33% to 49% yesterday. Fire personnel are now confident that North, South and West sides of the Billy Creek Fire are secure enough that the fire will not grow in these areas. CURRENT STATUS: The eastern edge of the fire area is the last unsecured portion of the Billy Creek Fire. This eastern edge includes the steep and rugged terrain of the Snake River Canyon. Last night, fire crews flew an Unmanned Aerial System (AKA Drone) equipped with a heat-sensing infrared camera over the perimeter and found two previously undetected hot spots. Today, fire managers will develop and begin implementing a plan to deal with these areas of heat and manage the final portion of the fire. Additionally, structure protection resources will patrol and monitor structures along the Snake River corridor, and crews will conduct suppression repair activities at higher elevations. WEATHER AND FIRE BEHAVIOR: Tomorrow trends warmer and drier again with terrain driven winds. An Excessive Heat Warning remains in effect through Wednesday, July 10th in the fire area. A breakdown of the ridge pattern is expected late Wednesday afternoon and evening. Fire behavior analysts expect brushy fuel moisture to decrease and become more receptive to fire spread in the coming weeks. CLOSURES AND EVACUATIONS: There are no closures or evacuations at this time
