From the CommonWealth Beacon article: While #Massachusetts has long been a leader in education, other states have leapfrogged its first-in-the-nation status by providing many of their residents with access to #tuition-free college. #MassEducate, the plan released on May 6 by state Senate leaders, aims to restore the state to its leading position and educate the next generation of workers. MassEducate includes three key elements that research shows boost the success of tuition-free college programs: First, a universal community college guarantee addresses both the cost and the complexity of paying for college. Under MassEducate, the state’s community colleges would become tuition-free for all future high-school graduates. Second, the proposal includes a stipend for students from low- and middle-income families. Students from households earning up to 125 percent of the state median income ($182,000 for a family of four) would receive $1,200 each year. Lower-income students eligible for Pell Grants would receive an additional $1,200 from existing state need-based aid. Students can use these funds toward the cost of living while they are in college. Third, MassEducate would deliver a substantial 30 percent increase in funding for essential “wraparound” services at community colleges through the state’s SUCCESS program. Many students who are introduced to higher education through free tuition programs need intensive advising to help them overcome barriers, from figuring out which courses to take to building their time management skills to connecting with the right #tutoring resources on campus. Research shows that wraparound support increases the number of students who complete their program – improving the state’s return on its investment in tuition-free college. To get the maximum benefit from a tuition-free college program, policymakers should also consider investing in a comprehensive approach to college advising at the high school level. Community colleges, in turn, should prioritize helping students get real-world work experience through #internships or industry-specific pathways programs that speak to local labor market needs. For Massachusetts, a tuition-free path to a two-year degree or credential would support the state’s low- and middle-income residents, make higher education more accessible, improve skills in the workforce, and increase equity in college access. Proud to share the impactful work of my colleague, Dr. Michael Faggella-Luby, professor of special education and core faculty at the ANSERS Institute, in collaboration with leading scholars from the University of Connecticut and the University of South Florida. Together, their comprehensive review of literature from 2013 to 2021 highlights the ongoing challenges faced by students with disabilities in postsecondary settings. Their findings reveal a nearly 200% increase in research published on individuals with disabilities in higher education compared to the previous six decades (1952-2012). Yet, persistent barriers in architecture, instruction, and transportation continue to hinder equitable access, especially for students with physical disabilities. While this progress is promising, the study also underscores a critical gap in research on effective intervention strategies. Westfield State Modernizes General Education with New Vision. For the first time since 1996, Westfield State University has undertaken a significant revision of its general education curriculum. Massachusetts’s Healey-Driscoll Administration awarded $1.3 million in Higher Education Innovation Fund (HEIF) grants to advance racial equity on campuses across the state.   The Massachusetts Executive Office of Education and MA Department of Higher Education released a joint press release on Tuesday, in which Secretary of Education Patrick Tutwiler, PhD said, “these grants are part of larger efforts to create a public higher educations system that serves all students equitably.” Bridgewater State University will oversee the $250,000 grant for the “Racial Equity and Justice Institute” project, intended to infuse tenets of racial equity into all partner institutions. Quinsigamond Community College in #Worcester was awarded $51,968 toward the development of a #diversity, equity, and #inclusion certificate program.  $139,828 at North Shore Community College will go to the #Massachusetts Community College Prior Learning Assessment, which provides opportunities for college credits from prior learning and experience, and Holyoke Community College will oversee $230,340 for Massachusetts Community Colleges Equity Consortium, which connects institutions with anti-racist resources and best practices. $168,813 at Middlesex Community College (MCC) will help develop the Community Leadership Credit Certificate, which teaches students how to be active leaders in their communities, while $70,000 at MCC, as well as $100,000 at UMass Boston, will go toward partnerships with behavioral health providers in promoting diversity in workforce training and behavioral health education. Formerly known as the Performance Incentive Fund, the HEIF supports campus programming geared towards educational opportunities for the diverse population of Massachusetts. Supporting student success🙌 Governor Kathy Hochul celebrated the historic expansion of the Tuition Assistance Program (TAP) today at Farmingdale State College. Thanks to the changes from Governor Hochul & the Legislature, nearly 93,000 students will benefit from TAP. Highlighting the impact of TAP, Governor Hochul also released the New York State TAP Difference Report. The report showcases the deep impact of TAP, from improving completion rates to broadening college access. Chancellor King added, "New York’s Tuition Assistance Program, along with help from federal and institutional aid, has made it possible for 52% of SUNY’s resident students to attend college tuition-free. This report shows how vital TAP is for student success and upward mobility, and now that Governor Hochul and the legislature have doubled the minimum TAP award from $500 to $1,000, and increased income thresholds, we are looking forward to writing the next chapter of student success for New Yorkers."
