“Cameron joined us from WFP, where he worked in humanitarian project/operations management. He took great interest in understanding the UNOPS operational model in general and our proposed contribution in Somalia. Cameron inherited a failed project - arguably at the brink of being cancelled by the donor/client. He entered into a stakeholder environment that had started to discount UNOPS as viable partner for operations management. Cameron assessed the situation and understood the problems and issues very quickly. He picked up the pieces and worked with the UNOPS teams in Mogadishu and Nairobi to put the projects he was in charge of back on track. Cameron went through a effective triage process to separate very big problems from big ones. He developed and implemented an action plan that had two or three main objectives and outcomes. He focused on getting money to the payees, and on rebuilding the project file. He re-engaged the team and managed to deliver stipend payments against the odds of a weak operational backbone - which he strengthened significantly. He put in place necessary project plans and produced reports. He spoke to clients and managed all internal and external stakeholders successfully. Cameron restored the reputation of UNOPS - this in turn helped uplift the position of the UN. I can recommend Cameron to every employer as effective, reliable and proactive project manager.”

Rapid and accurate building damage assessments from high-resolution satellite imagery following a natural disaster is essential to inform and optimize first responder efforts. However, performing such building damage assessments in an automated manner is non-trivial due to the challenges posed by variations in disaster-specific damage, diversity in satellite imagery, and the dearth of extensive, labeled datasets. To circumvent these issues, this paper introduces a human-in-the-loop workflow for rapidly training building damage assessment models after a natural disaster. This article details a case study using this workflow, executed in partnership with the American Red Cross during a tornado event in Rolling Fork, Mississippi in March, 2023. The output from our human-in-the-loop modeling process achieved a precision of 0.86 and recall of 0.80 for damaged buildings when compared to ground truth data collected post-disaster. This workflow was implemented end-to-end in under 2 hours per satellite imagery scene, highlighting its potential for real-time deployment.

However, some serious limitations existed, and these shortcomings meant a more robust solution, the Relief Item Tracking Application (RITA), was required for the Logistics Cluster.

UNOPS currently runs the Human Resource Systems Project 90883 as a means to conduct the biometric registration of identified Somali Security personnel focused mainly on the Somali National Army and Somali National Police Force. Officially started in July 2014, this project is the inheritor of a longer run initiative, started by United Nations Mine Action Service (UNMAS), to provide biometric registration of trained security personnel. It has now developed into an application which supports the registration and documentation of stipend payments made to the police and military services. The project in its current iteration has a budget of $1.6 million USD and is set to expire 31 January 2016 with an project extension scheduled. Additional resourcing above the initial budget has come from Somali National Army and Somali Police Force stipend projects supported by the United States Department of State (USDOS), United Kingdom Foreign & Commonwealth Office (UKFCO), UK Department for International Development (DFID), and European Union (EU).

This is to provide soldiers access to additional financial resources due to the reduced allowances and salary payments currently undertaken through the Federal Government of Somalia (FGS) Ministry of Finance (MoF). The USODS has undertaken a MOU with UNOPS to provide monthly $100 stipends to 10,000 Somali National Army soldiers for an initial 12 months, November 2015 to October 2015. UNOPS is seeking to extend the programme into 2016, as this level of stipend support has been factored into current Ministry of Finance budgets for the government of Somalia and Ministry of Defense operational planning in 2016 and seen as critical to support of the security sector.
