Ariel Stavitsky is quoted in an article in New Project Media that discusses legislation passed recently in Oregon that provides an opt-in program for utility-scale standalone battery energy storage systems (BESS), the beginning of a state-level certification pathway for standalone BESS. According to Stavitsky, the bill provides additional opportunity for BESS developers to pursue state-level certification with the Oregon Energy Facility Siting Council but stops short of solving the primary permitting hurdle in Oregon—“the piecemeal” local land use authorization landscape for standalone BESS in the state. Several factors contribute to this difference, including obligations for storage resources with resource adequacy contracts, Default Energy Bid (DEB) complexities, and CAISO’s methods of awarding ancillary services based on State of Charge (SOC) expectations. Comparing individual systems in ERCOT and CAISO, we see that ERCOT batteries primarily rely on ancillary services throughout the day, while CAISO batteries need Day-Ahead Energy to ensure they are cleared for higher-value RegUp and RegDn awards."

🔋 Microgrid Knowledge's Lisa Cohn recently sat down with Fermata Energy’s Senior Director of Regulatory Affairs, Steve Letendre, PhD, to discuss recent legislation in California and more broadly the importance of bidirectional charging for grid reliability and resilience. While the passage of SB 59 in California helps to raise awareness about Vehicle-to-Everything (V2X) technology, Steve says that it does not address the key challenges in order for California and other states to maximize bidirectional charging benefits. He shared what really needs to happen, including: 1. A streamlined process that allows EV drivers to connect bidirectional chargers to the grid. 2. Incentives must be provided for V2X that are comparable to those currently available for stationary storage. 3. V2G law could grow California BESS - Battery Energy Storage System capacity 119 GWh in 2027: ClearView Energy. The new law gives the California Energy Commission more discretion to mandate bidirectional EV charging capabilities than a stricter version that failed last year, the independent research firm said. The California Energy Commission may require “any weight class” of battery-electric vehicles to have vehicle-to-grid, or V2G, charging capabilities under a bill passed Aug. 31 by the California Senate. The bill would give CEC broad authority to determine the scope, timing and technical aspects of the bidirectional charging mandate and could in theory render California’s EV fleet capable of “providing the equivalent of several hours of the state’s daily energy demand,” ClearView Energy Partners said in a Sept. 3 research note. Gov. Gavin Newsom, D, is expected to sign the measure this month, ClearView said. The bill represents a “less-prescriptive alternative” to a similar bill passed last year by the California Senate that would have required all EVs sold in California to have bidirectional charging capabilities by the 2030 model year, ClearView said. Still, S.B. 59’s impacts could be significant for California’s utilities and grid. Should CEC mandate bidirectional charging in light-duty vehicles beginning in 2027, the roughly 2 million EVs expected to be sold in California that year could in theory add 119 GWh of power to the grid — 3.6 times more than the 33 GWh of battery duration on the state’s grid today and about 4.4 hours of average 2023 electricity demand. The California Public Utilities Commission (CPUC) recently issued a decision that sets timelines for the state’s three largest investor-owned utilities to complete customer energization projects. Energization is the process of connecting electrification projects—such as electric vehicle charging equipment—to the grid so that we can make use of our clean energy technologies. By setting timelines to complete energization projects, the CPUC decision recognizes that the state’s clean energy transition can’t happen without the timely integration of electrification projects to the grid. IREC has been actively engaged in the decision’s proceedings and contributed to the decision’s results. That includes “grid-enhancing technologies” such as sensors that allow energy companies to send more power through existing lines without overloading them and advanced controls that allow operators to ease congestion on the grid. It also includes replacing existing lines with advanced conductors, which can potentially double capacity along existing routes. The Energy Department is currently offering $3.9 billion in funding that could go toward these and other solutions."

Arevon Energy, Inc.’s Vice President of Transmission and Interconnection, Brindavani M., recently participated in the Alternative Technologies for Grid Planning and Operations panel discussion at the GridTECH Connect Forum in California. The panel focused on various grid-enhancing technologies including power flow controllers and topology optimization to help meet the increasing demands of electrification. Brinda shared her insights as to how various obstacles are hindering Generator Interconnection projects, including delays in the construction of transmission upgrades which involves siting, permitting, and large investments. She explained that if Transmission Operators adopt and implement grid-enhancing technologies, it can help improve grid reliability, lower the costs for customers and rate payers, and free up the queue of Generator Interconnection projects. Why build a two-hour battery energy storage system in ERCOT? In March, battery energy storage systems earned around $36,000/MW (annualized) in ERCOT. And more than one-third of these revenues came from Energy arbitrage. Longer-duration battery energy storage systems (>1.5 hours) actually earned 56% of their revenues from Energy arbitrage. While shorter-duration batteries earned just 19% of their revenues from Energy. Instead, shorter-duration batteries earned 36% of their overall revenues from the Responsive Reserve Service. This makes sense, given there’s no competitive advantage for two-hour systems in the service (due to its short response times). However, two-hour batteries can discharge for longer during peak times. They can also enter a larger proportion of their capacity into longer-lasting Ancillary Services like ERCOT’s Contingency Reserve Service (ECRS) and Non-Spinning Reserve (Non-Spin). This means that they can earn above-average revenues during periods when prices are less volatile, and revenue opportunities are more limited (like March). On average, two-hour systems earned 62% higher revenues than one-hour batteries in March. In fact, if we rank all batteries by $/MW revenues earned in March, the top eleven systems all had a duration of greater than 1.5 hours. GridStor's VP of Policy & Strategy, Jason Burwen, spoke earlier this week in defense of open access principles at the Federal Energy Regulatory Commission technical conference on further reforms to the interconnection process in the U.S. With over 2,000 GW of large-scale power projects—much of it battery storage—waiting in years-long lines to get connected to the transmission system, accelerating interconnection is critical to enabling aging plants to retire and sustain system reliability. Jason outlined the key limiting principles to protect open access while making practical compromises to speed the logjam: (1) any rationing mechanism should the least possible compromise needed to accomplish the job and (2) criteria for rationing should be in the control of interconnection customers to make decisions, rather than giving transmission providers that decision-making power.
