Development is Digital So here’s the new USAID digital policy. Launched today. As expected it’s ambitious and comprehensive in policy terms (and very shiny and well organised) but also shot through with practical real world experience. It prioritizes: - Investing in critical infrastructure to build foundational ecosystems. - Improving digital literacy and skills to empower communities. - Promoting security and utility across digital platforms. For interest to the aid agencies of ‘old Europe’ the policy also points to the rapid emergence of new sources of international best practice with a supporting side announcement today that.. ‘USAID agrees to greater digital cooperation with the governments of #Latvia and #Estonia. As two global leaders in e-governance, USAID will work alongside both governments to help other nations across Eastern Europe, Central Asia, and Africa to boost their digital capabilities. These partnerships aim to foster greater digital transformation in these regions by promoting e-government that will enhance nations’ capacity for digital skills and cybersecurity, create resilient media and information ecosystems, and build greater communication technology solutions. The preparation of the National Transformation Plan (NTP) began today by the Ministry of Planning, Investment, and Economic Development, led by Hon. Mohamud Beenebeene, in collaboration with the Office of the Prime Minister of Somalia. This transformation plan will guide the Federal Government of Somalia (FGS) toward long-term development, economic growth, and prosperity for all Somalis. The NTP will provide a strategic framework for key interventions and investments, establish a clear path for socio-economic transformation, promote collaboration among stakeholders to overcome development challenges, and prioritize resource allocation to foster inclusive growth and resilience. The NTP represents a significant step forward for Somalia, setting the stage for a brighter future. Great discussion on job creation and productivity growth in developing countries with Prof. Richard Rogerson of the Princeton School of Public and International Affairs; Roberta Gatti, The World Bank Chief Economist for the Middle East and North Africa (MENA) region and Selim Raihan of the University of Dhaka. Since 2000, #SouthAsia has created an average of 10 million jobs a year, but its working-age population has grown by an average of 19 million a year. This needs to change if the region is to fulfill its aspirations. Failing to fully capitalize on its demographic dividend would be a big, missed opportunity. We discussed the importance of achieving employment and labor productivity growth together and emphasized how critical it is to bring more women into the labor force. Creating more and better jobs requires carefully designed policies to support structural transformation and the shift of jobs from agriculture to non-agriculture sectors, a conducive investment climate and international support to strengthen institutions and the consistency of policy implementation. The IMF has completed the Article IV Consultation with Somalia and has reached a staff-level agreement on the Second Review under the ECF Program. Somalia's ongoing reforms are performing well, with the Central Bank of Somalia (CBS) spearheading institutional governance and financial sector reforms. I am delighted to share with you this IMF Selected Issues Paper titled “Creating Fiscal Space to Build Inclusive and Resilient Growth”, which I co-authored with my colleagues Naima Smaini and Vincent de Paul Koukpaizan. The paper builds a case for Djibouti to mobilize additional revenues and explores different avenues for doing so, including in the area of tax policy reform. "Geocultural Power and the Wider Red Sea Region" - workshop in Addis Ababa - organized by IPSS and SGS (funded by RJ). Intriguing discussions on Ethiopian narratives of survival and redemption, shifting alignments due to infrastructure projects and increased interconnections (and the notion of "Afrabia"), and trans-regional dimensions in a multiplex regional (dis)order. Tomorrow continued discussion on education as humanitarian diplomacy, the role of Ethiopian international schools in cultivating collaborations, and more. A final report will be published.

I presented at the IMF/OECD/WB ‘Partnership Week’ on ‘Domestic Resources for Sustainable Development’ held in Washington DC on June 24-27, 2024. I made the case that many revenue administrations (RAs), especially in LIDCs, have limited capacity to use their own performance data for planning, setting targets, or monitoring progress and impact. The IMF’s Fiscal Affairs Department (FAD) recognizes that the engagement of capacity development (CD) recipients is crucial in measuring reform progress and to instituting lasting reforms and impact. FAD fiscal tool such as ISORA and RA GAP can bridge this gap by providing the RAs with the tools to focus on performance data and measurement. Growing use of these tools by the RAs and the CD providers could contribute to a virtuous cycle of improved data quality and provide databases that support evidence-based CD.
