“Are soils in hydrology …overrated?” The original HESS Opinions paper by Gao et al. (2023) “Are soils overrated in hydrology?”, as well as today’s responding commentary by Zhao et al. provide intriguing viewpoints on the role of soils in the field of hydrology. This post merely acknowledges the importance of these papers and hopefully helps reinforce certain notions regarding the importance of soils in both physical and applied hydrology. Soils, or more broadly, any surficial unconsolidated material, are vital to hydrology in that it is this layer that forms the initial terrestrial boundary where the surface runoff ratio is less than unity.  Ignoring atmospheric loss, this means that the initial precipitation (or meltwater) flux is going “somewhere”, other than immediately running offsite and that somewhere … is the soil. From here, a multitude of physical, chemical, and biological processes are both affected by water and, in turn, affect water transmission via several possible pathways.  In fact, soils affect and are affected by water along its entire journey towards potentiometric base. Where soil development has been robust, a deep soil horizon profile reflects obvious zones of differing chemical, hydraulic, and hydrologic properties, the profile characteristics themselves highly variable over lengthy distances. Whether the issue is Budyko's framework, new scaling techniques in hydrologic modeling, or the development of AI baselines, soils, by whatever definition one chooses, represents a vital element of the hydrologic cycle and indeed, the broader ecosystem (e.g., often identifying soils as the key element of the “critical life zone”). The original question of course is innocent but does make a point.  But with all due respect, that’s like asking, “Is skin overrated in human health?”.  To which someone might reply, “Well perhaps, but you can’t live without it…”. Agyemang, Laurence Hawker, and Jeffrey Neal have introduced a method of integrating gridded estimates of social vulnerability into high-resolution global flood risk maps. Taylor Geospatial Engine has provided seed funds to academic teams who are developing the ML elements of this project. These will be available as part of a competition in the coming months (stay tuned!). They have built a community of stakeholders who have contributed to the development of the data schema (aka “fiboa” for Field Boundaries for Agriculture), and teamed with Radiant Earth to ensure open access to all of the results.

Warning systems can mitigate the human impacts from flooding by reducing fatalities and economic damage. Populations in low- and middle-income countries remain the most vulnerable. Providing actionable flood warnings requires solving problems across an extended workflow involving observation, modeling, forecasting, warning, impact evaluation, and decision making. This session is dedicated to sharing work related to all aspects of this workflow.
