  • 🚨 Are U.S. Sanctions Closing In on the DPRK’s Illegal Ballistic Missile Procurement Network? How do these measures target DPRK nationals, their networks, and procurement of missile-related materials? On December 16, 2024, the U.S. designated individuals and entities involved in the DPRK's unlawful ballistic missile program, including procurement networks operating in China and Russia. These actions aim to disrupt supply chains for materials like aluminum powder, critical to ballistic missile production. 🛑 Key Measures in Force: 1️⃣ Designation of SANS FAB: 👉 The Second Academy of Natural Sciences Foreign Affairs Bureau (SANS FAB) is sanctioned for procuring materials on behalf of DPRK defense programs and the Munitions Industry Department (MID). 👉 PRC- and Russia-based representatives worked with DPRK-based SANS FAB officials to acquire materials for the unlawful missile program. 2️⃣ Targeting Individuals: 👉 Rim Ryong Nam and Kim Yon Hui: • DPRK nationals involved in procuring aluminum powder used in ballistic missile propellant. • Since 2018, both have conducted transactions for missile-related items between the DPRK and PRC. 3️⃣ Role of Kim Yon Hui: 👉 Since 2020, Kim Yon Hui has played a key role in: • Operating Rim Ryong Nam’s business in the PRC. • Directly coordinating shipments of aluminum powder from the PRC to the DPRK for missile production. 🛑 Legal Basis: 👉 Sanctions are imposed under Section 1(a)(ii) of E.O. 13382, targeting activities contributing to the proliferation of weapons of mass destruction and their delivery systems. 🛑 Impact on DPRK’s Missile Program: The sanctions aim to: 👉 Disrupt procurement networks supporting the DPRK’s missile development. 👉 Increase pressure on individuals and entities facilitating illegal transactions across borders. The U.S. remains committed to holding those responsible for advancing the DPRK's unlawful ballistic missile activities accountable.   • 🚨 Will the EU’s 15th Sanctions Package Further Weaken Russia’s War Machine and Stop Circumvention Efforts? What restrictive measures are in force, and how do they target Putin’s shadow fleet, third-country entities, and Russia’s military-industrial complex? On December 16, 2024, the EU Council adopted a 15th package of restrictive measures to further limit Russia’s ability to wage its war of aggression against Ukraine. The new measures focus on economic restrictions, targeting Russia’s shadow fleet, military-industrial complex, and entities circumventing sanctions. 🛑 Key Measures in Force: 1️⃣ Individual and Entity Listings: 👉 84 new listings: 54 individuals and 30 entities. 👉 Targets: • Russian military units (e.g., those striking Ukraine’s Okhmadyt children’s hospital). • Senior managers in energy sectors. • Individuals responsible for child deportations, propaganda, and sanctions circumvention. • Chinese companies supplying drone and microelectronic components. 2️⃣ Shadow Fleet and Circumvention: 👉 52 non-EU vessels added to the list, now totaling 79 designated ships. 👉 Focus: • Putin’s “shadow fleet” circumventing the oil price cap. • Ships transporting military equipment and stolen Ukrainian grain. 3️⃣ Trade and Export Controls: 👉 32 new entities added to tighter export restrictions, including: • Dual-use goods and technologies. • Sensitive items contributing to Russia’s defense sector (e.g., UAVs and missiles). 👉 Entities located in China, India, Iran, Serbia, and the UAE involved in circumvention. 4️⃣ Protection of European Companies: 👉 Ban on recognizing Russian court rulings in the EU to protect European companies from unfair penalties. 👉 Derogation for central securities depositories (CSDs) to unfreeze cash balances and meet legal obligations. 5️⃣ Support for Divestment: 👉 Extended deadlines for EU operators to exit the Russian market, allowing for an orderly divestment process. 🛑 EU’s Continued Support for Ukraine\ The sanctions reinforce the EU’s commitment to Ukraine’s: 👉 Humanitarian, economic, political, and military stability. 👉 Sovereignty and territorial integrity.   • 🚨 🇪🇺 Will the EU’s 15th Sanctions Package Against Russia Intensify Pressure on Its Shadow Fleet and Military Supply Chains? What restrictions are in force, and how will they target third-country entities aiding Moscow? On December 11, the Hungarian Presidency of the Council of the European Union announced on X that EU member states had agreed on a 15th sanctions package targeting Russia for its ongoing aggression against Ukraine. 🔎 Key Highlights of the Sanctions Package 1️⃣ Focus on Russia’s Shadow Tanker Fleet: Sanctions target vessels from third countries aiding Russia’s war efforts. 45 tankers added to the sanctions list. 2️⃣ Expansion of Sanctioned Entities and Individuals: Nearly 30 entities, 50 individuals, and 45 tankers included. The EU sanctions list now covers 2,200 individuals and entities, banning travel and freezing assets within the bloc. 3️⃣ Inclusion of Chinese Drone Suppliers: Chinese firms allegedly supplying drones to Moscow are part of the new restrictions. 4️⃣ Energy Trade Adjustment: The Czech Republic receives a six-month extension to import Russian oil products, mainly via Slovakia. 📅 Formal Adoption Next Week The sanctions will be formally adopted on Monday after EU foreign ministers meet to finalize the agreement.
