PCNP is the state organization that promotes and protects the practice of over 10,700 Certified Registered Nurse Practitioners (CRNPs) in Pennsylvania. Formed in the 1980s by only three forward-thinking NPs, PCNP now has 18 regional groups across the Commonwealth. Each regional group offers networking opportunities and has a representative on the PCNP Executive Board that meets quarterly to discuss issues and set organizational goals. Research results show that granting NPs full practice authority was associated with an increased probability of NPs residing in a health professional shortage area (HPSA) and owning their own practices, which brings local healthcare options to more patients. With shortages of primary care medical providers expected to worsen in the coming decade, the need for primary care providers is expected to rapidly outpace provider supply. It's been proven that full practice authority legislation helps states improve primary care access by attracting and retaining primary care providers. Patients in full practice authority states are also more likely to have a primary care provider within a 30-minute travel distance than individuals in states without full practice authority. Implementation of full practice authority for NPs is also associated with increased frequency of routine checkups, improved patient satisfaction, and decreased emergency room use. This study concludes that implementing full practice authority improves access to primary care providers in HPSAs and increases practice ownership among NPs, leading to more local healthcare options for patients and greater access to care. "There will never be enough physicians. And even if you can find them and keep them, you can’t pay them all." It's estimated that the U.S. will be short by approximately 86,000 physicians in the next 12 years, with more than half of those being primary care physicians. At the same time, demand for healthcare will be increasing along with an aging population. To fill these gaps, health systems and hospitals are not only relying on NPs, but also elevating their role and giving NPs more responsibilities previously done by physicians. It's predicted that NPs will more commonly lead care teams over time, and a recent study published by the Journal for Nurse Practitioners found that an NP-led interdisciplinary team reduced the median hospital readmission rates by 64%. In most of the country, nurse practitioners are able to deliver medical services for which they are licensed as independent providers. But in states like Pennsylvania, outdated and restrictive laws require NPs to be supervised by — and surrender part of their incomes to — physicians in order to do the work they've been trained and certified to do. To measure the effect these laws have on patients, we can look at nearby states that have already passed full practice authority legislation. Researchers found that counties in restrictive practice states bordering full practice authority states experienced a 20% decline in the number of NPs. Neighboring New York, Maryland, and Delaware already offer NPs full practice authority. It's clear that in order to keep talented NPs caring for patients here in Pennsylvania, we need to make PA an attractive state for nurses and NPs to work.
