Rulemaking on Target 🎯 To support local governments' land use planning efforts and use of the Target Industries Approach, the Land Conservation and Development Commission amended state rules to define how local governments can use a Target Industries Approach to plan for aspirational economic development projects. The Target Industries Approach is a common method of estimating land need. Cities that use this approach rely on a desired industry’s site needs to inform land demand, rather than estimating land demand based on forecasted employment growth. “A focused rulemaking like this one may seem small, but it can have big improvements for our local implementing partners,” said Commissioner Ellen Porter. The Target Industries Approach was previously undefined in Oregon administrative rules, and cities using this approach sometimes faced legal challenges as a result. The new rules require local governments to connect employment projections to land demand and be specific about industry land needs. About us
The Oregon Department of Land Conservation and Development (DLCD) is a small state agency. We work in partnership with local governments, and state and federal agencies, to address the land use needs of the public, communities, regions, and the state. The Land Conservation and Development Commission (LCDC) provides policy direction for the land use planning program and oversees DLCD operations. We help carry out the vision and legacy of Senate Bill 100, which for 50 years has contributed to the quality and character of the natural and built environment of the state. 2023 marks the 50th anniversary of the Department of Land Conservation and Development, the Land Conservation and Development Commission, and the signing of Senate Bill 100. The program has been charged by the Legislature with managing urban growth; protecting farm and forest lands, coastal areas, and natural resource lands; and providing for safe, livable communities in concert with the vision of the local communities. Under the statewide land use planning program, each city and county is called upon to adopt and maintain a comprehensive plan and an implementing zoning code consistent with 19 statewide planning goals. Recognizing that each city and county has unique values and aspirations, our job is to provide planning guidance and technical assistance to help communities plan for their future while considering the needs of the region and the state. Helping cities and counties address these functions in the context of a wide range of state and local interests requires that we be problem solvers. The department’s mission reflects this active role.

Welcome, Lauren Dressen! This month we welcomed Lauren into her new role as the One Stop Housing Coordinator, a brand new position in our Housing Accountability and Production Office. Lauren has worked for the State of Oregon since 2015. Most recently, she worked at Oregon Housing and Community Services Department where she designed and implemented programs related to rebuilding housing after the 2020 Labor Day fires. “I chose to work at DLCD, as a (nearly) lifetime Oregonian because of how much I love this state, all of its beauty, and the people who call it home. Being able to contribute to the responsible growth and development of housing opportunities for Oregonians is something that really excites me!” We're so happy to have Lauren on our team!

Last week, the Land Conservation and Development Commission (LCDC) adopted the 2024 Oregon Housing Needs Analysis Rulemaking! The Oregon Housing Needs Analysis (OHNA) refocuses the state's housing planning process to promote housing production, affordability, and choice. House Bill 2001 in 2023 directed DLCD to incorporate this comprehensive framework into Oregon Administrative Rules under the statewide planning goals on housing and urbanization. Adoption of these rules represents the most significant housing reform in Oregon in fifty years. This rulemaking focused specifically on housing needs, production, and acceleration. Future phases of rulemaking to complete this legislative body of work will focus on other aspects of the OHNA, including capacity and urbanization. 🌊📷 Calling all photographers 📷🌊 Are you looking for weekend plans? Head out to the Oregon Coast next weekend to take in the King Tides! King Tides are the highest tides of the year, usually occurring in the winter months. The first King Tide of the season was November 15-17, but you also have the chance to see them December 13-15 and January 11-13, 2025. These extreme tides give us a preview of what sea level rise might look like in Oregon. The Oregon King Tides Project encourages folks to take and share pictures of these events to help document the impacts of high tides. These photos are used to help coastal communities prepare for and mitigate the impacts of sea level rise. The King Tides Project is especially interested in photos with recognizable, fixed features that include coastal flooding, coastal erosion and wave action, impacts on bays and estuaries, and high and low tide comparison shots. The Oregon King Tides Project is coordinated by DLCD's Ocean and Coastal Management Program and the Oregon Shores Conservation Coalition's CoastWatch program. Welcome, Joel Madsen! This month we welcomed Joel as our new Housing Accountability and Production Office (HAPO) Manager. The HAPO is a new division within DLCD, in partnership with the Oregon Department of Consumer and Business Services, and Joel is leading the charge in staffing the new office! Joel comes to us with over 20 years of experience in the housing sector, which includes serving on Governor Tina Kotek's 2023 Housing Production Advisory Council. “Creating safe and affordable places for people to call home has been my passion and motivation throughout my 20-year career,” Joel said. “I am prepared and excited for the opportunity to address Oregon’s housing needs at a statewide scale. I look forward to working with cities and developers as we systemically advance housing production.
