Open Contracting Partnership aims to open up and transform public procurement to deliver fairer and better results for people, prosperity, and the planet. Our world runs on public contracts. One in three dollars spent by governments goes towards contracts with private companies to deliver public goods and services. It’s time to think different about public procurement and break open the trillions of dollars spent on contracts to unlock competition, innovation, and inclusion. We seek to bring together government, civil society and community organizations around improving procurement and open data. We create better value for money, fairer opportunities for business, and better results for people by helping ensure public money is spent openly, equitably, and effectively. We help our partners achieve measurable and lasting impact through locally-owned and inclusive public procurement reform. We support leaders from government, business, nonprofits, and journalists to co-design projects, and develop and implement open contracting strategies that work. We are proud to live in the regions that we serve. Our globally-distributed staff of approximately 29 people is based in thirteen countries across the Americas, Africa, Europe, and Asia.

For over 12 years, findings from 🇨🇱 ChileCompra's Public Contracting Observatory were only shared within the government for process improvement and with regulatory and law enforcement bodies. However, an amendment to the procurement law in December 2023 has opened the door for the Observatory’s monitoring systems to be accessible to the public as well. ChileCompra has established a formal channel for bidders and citizens to report questionable contracts for the first time. Additionally, the Observatory's investigation reports and statistics on public complaints have been published to make oversight of the procurement system fully transparent. Para nosotros Oscar Hernández Mariana Lopez Fernandez Mariana San Martín, fue un momento emocionante no solo para reunirnos con ellos, algunos por primera vez, sino también para mostrar el increíble trabajo que están realizando. Algunos puntos de resumen: Junto con nuestros socios, pudimos ilustrar el valor de los enfoques de las #contratacionesabiertas para: ✅ Abordar el cambio climático y construir infraestructura resiliente. Algunos destacados: La Secretaria de Obras Públicas de Cali, Luz Adriana Vázquez, destacó su estrategia de enfatizar el uso de materiales reciclados en proyectos de repavimentación. CoST – the Infrastructure Transparency Initiative y Transparência Internacional - Brasil han publicado un nuevo estudio sobre gobernanza, transparencia y participación social en el programa de infraestructura de Brasil. Chile acaba de lanzar su política de infraestructura sostenible en Obras Públicas, que fue diseñada con un sólido enfoque de contratación abierta. Nuestros socios de CAF -banco de desarrollo de América Latina y el Caribe- y el BID compartieron sus esfuerzos para construir la infraestructura de datos y las herramientas (como Mapainversiones) para involucrar a los ciudadanos en el seguimiento de las inversiones y su impacto en los objetivos de sostenibilidad. ✅ Reformas de transformación digital. Brasil, Chile y Paraguay están implementando nuevas leyes con mandatos integrales de transformación digital. Una transformación efectiva solo es posible si podemos integrar la participación significativa de la sociedad civil y desarrollar estrategias que vayan más allá de la transparencia, centrándose en mejorar los sistemas subyacentes y permitir la toma de decisiones basada en datos, incluidas las señales de alerta. Verónica Valle, Directora de ChileCompra, compartió cómo están abordando los cambios con los compradores y proveedores. ✅ Combatir la corrupción para el desarrollo sostenible en países como Guatemala. Hay una necesidad de vincular la contratación pública, los beneficiarios finales, la industria extractiva para abarcar temas como la captura del Estado. Es fundamental el monitoreo ciudadano de los servicios públicos, como en la alimentación escolar, la infraestructura y la salud. También tenemos que reconocer los numerosos desafíos institucionales y el retroceso de la democracia en algunas partes de la región. Asegurarse de que la contratación pública pueda tener un beneficio concreto para las personas y el planeta, cómo se destaca en nuestra estrategia, y cómo vía para el desarrollo económico, es cada vez más crítico.
