Discovering innovative solutions to the most pressing health concerns facing the world.
About us
The O’Neill Institute for National and Global Health Law at Georgetown University was established in 2007 through the generous philanthropy of Linda and Timothy O’Neill to respond to the need for innovative solutions to the most pressing national and international health concerns. Housed at Georgetown University Law Center in Washington D.C., the O’Neill Institute reflects the importance of public and private law in health policy analysis. The O’Neill Institute draws upon the University's considerable intellectual resources, including the School of Nursing & Health Studies, School of Medicine, the Public Policy Institute, and the Kennedy Institute of Ethics. The essential vision for the O’Neill Institute rests upon the proposition that the law has been, and will remain, a fundamental tool for solving critical health problems in our local, national, and global communities. By contributing to a more powerful and deeper understanding of the multiple ways in which law can be used to improve health, the O’Neill Institute hopes to encourage key decision-makers in the public, private, and civil society sectors to employ the law as a positive tool to enable individuals and populations in the United States and throughout the world to lead healthier lives. The O’Neill Institute's research program is organized around seven thematic areas: food and drug law, global health governance, healthcare, health and human rights, infectious diseases, non-communicable diseases, and trade, investment, and health. We utilize an integrated approach that combines scholarship, research projects, and capacity building to draw on the O’Neill Institute's intellectual strengths. Scholarship - We frame innovative solutions with world-class scholarship. Research Projects - We translate and apply the research to create real world policy solutions. Capacity Building - We teach future leaders how to apply the research and policies and how to litigate the issues with the practice of law.

States and localities have received over $6 billion in opioid settlement funds, but transparency in spending is a major concern. A detailed investigation by KFF Health News, Johns Hopkins Bloomberg School of Public Health, and Shatterproof reveals that while some funds support addiction treatment and harm reduction, others are directed to law enforcement or unrelated projects. Regina LaBelle stressed the need to prioritize access to medications for opioid use disorders. Explore the data:

Overdose prevention centers are lifesaving tools in the fight against the opioid crisis, offering safety, care, and treatment connections to marginalized communities. But with the incoming administration prioritizing law enforcement solutions, these centers face mounting challenges, warned Regina LaBelle. 🚨 New Publication: Model State Legislation on “Building the Substance Use Disorder (SUD) Workforce of the Future.” As addiction and overdose continue to impact hundreds and thousands of people, families, and communities across the country, the need for solutions to the SUD workforce shortage across a variety of settings and time horizons is particularly urgent. When the Legislative Analysis and Public Policy Association and the White House ONDCP first approached us with this project, I was daunted by the sheer scale of the problem and politics, which I definitely got a taste of during my time as a state government official! Fortunately, our incredible co-authors and partners at the O'Neill Institute for National and Global Health Law, Sara Pollock Hoverter and Jennifer Li, agreed to partner with us, and Center Director Regina LaBelle, our amazing law fellow Jennifer A. Martinez, program coordinator Cody Thompson and legal, MPH, and med student interns Erin Atienza, Regis Brian Chirenga, Jennifer Logan, MPH, Jesse Ross and Rebekah Bass jumped right in. Thank you to all the experts -particularly the people with lived and living experience - who contributed to the development of this model law, which we hope will be a framework, tool, and template for states to strategically vision and build the community of professionals - across all disciplines - that can help people live and thrive.
